Origin of the term "military operations other than war"
In the early 1990s, the term "military operations other than war" first appeared in the US military's operational outlines, strategic assessments and other military documents.
In June 1995, the U.S. military formulated the "Joint Outline for Military Operations Other than War", which listed military operations other than war as one of the important tasks of the U.S. military and clarified the nature, goals, functions, scope, and Types, principles and plans are demonstrated in detail.
