Qilu culture consists of two relatively independent parts-Qi culture and Lu culture. There are both differences and close connections between them. Lu culture is based on the established system of rites and music. Ruling Shandong with the rule of "Zhou Li", "changing customs, changing rites and mourning for three years and then removing them" were strictly followed, which thought that the orthodox culture of China represented had been perfectly preserved and developed in Shandong. In contrast, Qi culture presents a gorgeous, lively, open and innovative style. Jiang Shang, the founding monarch of Qi State, is different from Birqin. His general plan of governing the country is "therefore, simple and polite" and "the art of cultivating monasteries, respecting sages and wisdom, and rewarding merits". There are both rules to follow and local customs to adapt to the ceremony. Successive monarchs inherited the legacy of Lu merchants and pursued open political, economic and cultural policies, which made Qi embark on a vibrant development path different from Lu's and produced a splendid "great country" culture.
