Chapter I General Provisions Article 1 In order to guide and regulate the civilized behavior of citizens, cultivate and practice socialist core values, promote traditional Chinese virtues, and enhance the level of social civilization, according to the provisions of relevant laws and regulations, combined with the actual situation in the city, the enactment of these regulations. Article 2 These regulations shall apply to the promotion of civilized behavior in the administrative area of the city. Article 3 The civilized behavior referred to in these regulations refers to the behavior of abiding by the provisions of laws and regulations, conforming to the requirements of socialist morality, embodying the core values of socialism, safeguarding the public order and morals, leading the social customs and promoting the progress of social civilization. Article 4 The promotion of civilized behavior should adhere to the people-oriented, social **** governance, the combination of rewards and punishments, the principle of systematic promotion, play the main role of the masses, the formation of civilization building long-term mechanism. Article 5 The city builds a working mechanism of unified organization and implementation by the government, coordination and cooperation of all parties, and active participation of the society, to ensure that the city's civilized behavior promotion work is carried out continuously and effectively. Article 6 the city, county (city, district) spiritual civilization construction work agencies are responsible for the administrative region of the civilized behavior to promote the work of overall planning, coordination and guidance, supervision and inspection.
