Provisions of Fuzhou Municipality on the Protection of Fujian Opera

Article 1 In order to strengthen the protection and inheritance of Fujian Opera, a national intangible cultural heritage, and promote Fujian's excellent traditional culture, these Provisions are formulated in accordance with the Law of People's Republic of China (PRC) on Intangible Cultural Heritage and the Regulations of Fujian Province on Intangible Cultural Heritage, combined with the actual situation of this Municipality. Article 2 These Provisions shall apply to the protection, inheritance, development and dissemination of Fujian Opera within the administrative area of this Municipality. Article 3 The contents of protection and inheritance mentioned in these Provisions include the following cultural expressions of Fujian Opera with historical, literary, artistic and scientific values, as well as related objects and places:

(1) Fuzhou dialect tunes, excellent traditional plays, traditional performing arts, music, stage art, scripts, music scores, etc. Fujian opera;

(two) the production skills of musical instruments and stages closely related to Fujian opera;

(3) Documents, historical archives, audio-visual materials, objects, places and facilities closely related to Fujian Opera;

(4) The unique traditional customs of Fujian Opera;

(5) Other physical objects closely related to Fujian Opera that need protection. Article 4 The protection and inheritance of Fujian Opera should pay attention to authenticity, integrity and inheritance, and adhere to the principle of paying equal attention to protection, inheritance and development. Article 5 The people's governments of cities and counties (cities, districts) shall strengthen the organization and leadership over the protection and inheritance of Fujian Opera, establish a work coordination mechanism, and make overall plans for the protection and inheritance of Fujian Opera within their respective administrative areas. Article 6 The cultural departments of cities and counties (cities, districts) shall be responsible for the protection and inheritance of Fujian Opera within their respective administrative areas.

Finance, human resources, social security, education and other relevant departments shall, in accordance with their respective responsibilities, do a good job in the protection and inheritance of Fujian opera. Article 7 The funds needed for the protection and inheritance of Fujian Opera shall be combined with financial allocation and social fund-raising.

City, county (city, district) people's government should establish a funding guarantee mechanism that is compatible with the protection and inheritance of Fujian opera, and implement the funds for the protection and inheritance of Fujian opera into the annual budget. Article 8 The cultural departments of cities and counties (cities, districts) shall take the following measures to support the artistic creation of Fujian Opera:

(1) Organizing the rescue of the classic traditional repertoire of Fujian Opera and sorting out the classic traditional repertoire;

(two) through public solicitation, buyout transplantation and other means, support the new original and adaptation of excellent Fujian opera scripts;

(three) to support the creation and arrangement of outstanding plays, to support Fujian opera performance groups and individuals to participate in major art competitions and performances, and to reward those who have won honors according to regulations;

(4) Holding regular performances of Fujian Opera plays, and rewarding or subsidizing outstanding plays in accordance with regulations;

(five) regularly send writers, directors, music, stage art, performance and other Fujian opera art professionals to participate in professional training, further study or training;

(six) other measures to support the artistic creation of Fujian opera. Article 9 The competent departments of human resources and social security of cities and counties (cities, districts) shall do a good job in the guidance and service guarantee of special recruitment of professionals such as screenwriters, directors, music, stage art and performances. We will implement incentive policies in setting the proportion of senior positions in the art and technology of Fujian Opera to improve the treatment level of employees in Fujian Opera. Tenth city and county (city, district) education departments should take the following measures to train successors of Fujian Opera:

(1) Support qualified schools to carry out campus education on the art of Fujian Opera by compiling school-based textbooks on the art of Fujian Opera and Fuzhou dialect, setting up interest classes in Fujian Opera, establishing demonstration schools for the inheritance of Fujian Opera, and inviting representative inheritors and famous artists of Fujian Opera to enter the campus;

(two) support institutions of higher learning and secondary vocational schools to increase the enrollment of Fujian Opera-related majors, and provide financial guarantees such as grants, scholarships or tuition remission according to regulations;

(3) Support the cooperation between Fujian opera performance groups and art colleges, and cultivate professional talents by establishing student learning practice bases, talent training bases and Fujian opera teaching inheritance bases in Fujian opera art colleges;

(four) to support teachers and students of Fujian Opera Art College to participate in fine creation and stage practice, and to participate in professional competitions at all levels;

(5) Other measures to support the cultivation of successors of Fujian Opera. Eleventh to encourage and support the representative inheritors and masters of Fujian opera to set up workshops and studios of Fujian opera, and to carry out activities such as teaching with apprentices and participating in the art teaching and performance of Fujian opera. Article 12 The people's governments of cities and counties (cities, districts) shall incorporate Fujian Opera performances into the basic public cultural service catalogue, and organize Fujian Opera performance groups to go deep into the grassroots to carry out Huimin performance services and related public welfare activities through the way of government purchasing services. Article 13 The people's governments of cities and counties (cities, districts) shall support private Fujian opera performance groups to strengthen the artistic creation and performance of Fujian opera, which embodies socialist core values and rural revitalization, and expand the rural performance market.

City, county (city, district) people's governments shall include the employees of private Fujian opera performance groups in the evaluation scope of professional and technical titles, and guarantee the treatment of professional and technical personnel according to law. Fourteenth city and county (city, district) cultural and other relevant competent departments shall establish a market inspection responsibility system and performance information release platform, strengthen the supervision of the Fujian opera performance market, and standardize the operating order of the Fujian opera performance market.

Fujian opera related industry associations should establish and improve industry norms, strengthen industry self-discipline, reflect industry demands, guide and urge members to engage in business activities according to law.
