Regulations on the protection of ethnic and folk traditional culture in Longsheng Autonomous County
(1) Traditional oral literature with national language as the carrier;
(2) traditional etiquette and customs such as weddings, funerals, hospitality, sacrifices, architecture, and ethnic festivals such as the Dong people's New Year Festival, Dressing Festival, Xiangtiao Festival, and March 3;
(3) Traditional farming and working methods and customs;
(four) traditional medicine, medical skills and health care methods;
(five) traditional food and its production and packaging technology;
(six) traditional music, dance, drama, folk art, sports, entertainment, skills, art, etc.;
(seven) traditional public buildings, houses, utensils, costumes and their manufacturing (production) skills;
(8) Manuscripts, scrolls, classics, pictures, genealogies, inscriptions, couplets and contracts of academic, historical and artistic value;
(nine) traditional ethnic villages and ethnic villages, important sites, relics and memorial facilities;
(ten) other traditional ethnic and folk cultures that need to be protected.
Where the objects of protection of ethnic and folk traditional culture specified in the preceding paragraph have been identified as the objects of protection of cultural relics or intangible cultural heritage at all levels, the laws and regulations on the protection of cultural relics and intangible cultural heritage shall apply. Article 4 The protection of national and folk traditional culture shall follow the principles of giving priority to protection, giving priority to rescue, rational utilization and inheritance and development, and adhere to the principles of government leading, social participation, clear responsibilities and joint efforts. Fifth Autonomous County People's Government shall strengthen the organization and leadership of the protection of traditional ethnic and folk culture, incorporate the protection of traditional ethnic and folk culture into the national economic and social development plan, prepare the protection plan of traditional ethnic and folk culture and organize its implementation. Establish and improve the work coordination mechanism, and make overall plans to promote the exploration, collation, protection, preservation, inheritance, dissemination, development and utilization of ethnic and folk traditional culture in this region.
The Township People's Government shall assist the competent departments of culture, radio, television, sports, tourism and other relevant departments of the Autonomous County People's Government to do a good job in the protection of ethnic and folk traditional culture within their respective administrative areas.
The village (neighborhood) committees shall assist the Township People's governments in protecting the traditional ethnic and folk culture.
Encourage and support citizens, legal persons and other organizations to participate in the protection of national and folk traditional culture. Sixth Autonomous County People's government departments in charge of culture, radio and television, sports, tourism, etc. are responsible for organizing and managing the specific protection of national and folk traditional culture within their respective administrative areas.
Ethnic and religious affairs, development and reform, housing and urban and rural construction, education, public security, finance, market supervision, health and other relevant departments are responsible for the protection of ethnic and folk traditional culture within their respective functions and duties. Seventh Autonomous County People's Government shall include the funds for the protection of national folk traditional culture in the fiscal budget at the corresponding level. Autonomous County, according to the actual needs, provides sufficient working funds for each department every year for the construction of national and folk traditional culture; Autonomous County shall set up special funds for the protection of ethnic and folk traditional culture, and arrange a certain proportion of funds as the main source of special funds according to the public budget revenue at the corresponding level in the previous year.
Encourage ethnic and folk traditional cultural villages, ethnic and folk cultural ecological protection zones and ethnic and cultural enterprises to arrange a certain proportion of funds for the protection of ethnic and folk traditional culture in their operating income. The sources of special funds for the protection of ethnic and folk traditional culture in eighth autonomous counties include financial allocations at the corresponding level, subsidies from higher authorities and social donations.
The special funds for the protection of national folk traditional culture are mainly used for:
(a) the protection, research and display of major national and folk traditional cultural projects;
(two) the collection and collation of national and folk traditional cultural materials and objects;
(three) to rescue and inherit the traditional folk culture of endangered ethnic groups;
(four) the training and funding of representative inheritors of representative projects of intangible cultural heritage;
(five) the publication and display of national and folk traditional cultural materials and research results;
(six) the development and promotion of characteristic folk activities and national cultural undertakings;
(seven) the development and utilization of national tourism cultural products;
(eight) recognition and reward for the protection of folk traditional culture;
(nine) other work for the protection of traditional ethnic and folk culture.
No unit or individual may intercept or misappropriate the funds for the protection of ethnic and folk traditional culture, and the auditing organ shall strengthen the audit supervision over the use of the funds for the protection of ethnic and folk traditional culture. Ninth Autonomous County People's Government shall establish and improve the national folk traditional culture protection list, and publish it to the public.
Citizens, legal persons and other organizations may recommend or apply to the competent departments of culture, radio, television, sports and tourism of the Autonomous County People's Government, which shall organize the evaluation and determination, and report to the Autonomous County People's Government for approval before being included in the protection list.
