What photoelectric radar technology? What does it have to do with phased array radar?
Radar is a device that detects targets by receiving reflected electromagnetic waves. Photoelectric radar is precisely the equipment that uses photoelectric technology to achieve radar effect. Generally, infrared and visible light detection devices are used to passively find targets to realize some functions of radar, but radar can measure distance and photoelectric radar can only measure angle. That thing is not a radar in principle, because it does not emit electromagnetic waves, but only partially overlaps with radar in use, so it is called photoelectric radar.
Phased-array radar scans and finds targets by using the direction change of electronically controlled radar beams. This method is called electrical scanning, while ordinary radar scans by rotating mechanical antenna. The scanning speed and accuracy of phased array radar are much higher, but phased array radar still emits electromagnetic waves, so it has nothing to do with photoelectric radar in technology and development.
