Why is industry the main battlefield of supply-side structural reform?

In the economic operation data of 20 15 released by the National Bureau of Statistics recently, the added value of industrial enterprises above designated size increased by 6. 1% year-on-year, and the growth rate dropped by 2.2 percentage points over the previous year. Industrial growth continues to slow down, when will it bottom out? What is the development situation of 20 16 industrial operation? How should industrial economy improve quality and efficiency? In view of these problems, Li, member of the Standing Committee of Chinese People's Political Consultative Conference, deputy director of the Economic Committee and president of the China Federation of Industrial Economics, accepted an exclusive interview with the reporter of Economic Daily.

The growth rate is still in a reasonable range

Reporter: Was the industrial growth rate within a reasonable range last year? How should we treat and evaluate this?

Li: The industrial growth rate has dropped from the past double digits to 6. 1% now, which is the result of active macro-control, accelerating the transformation of development mode and adjusting the industrial structure to adapt to the national economic growth rate from high speed to medium and high speed. Generally speaking, it is still within a reasonable range, and there is no stall.

Specifically, among 4 1 industries, 23 industries have a growth rate higher than 6. 1%, and 29 industries have achieved positive profit growth. In other words, nearly two-thirds of the industries are running stably. By region, there are 3 1 provinces, autonomous regions and municipalities, of which 2 1 industry has a growth rate higher than 6. 1%, accounting for two thirds. Therefore, the overall operation of the industrial economy is stable. Of course, we should also see the other side, that is, about one-third of the industries and one-third of the regions are very difficult to operate, and some regions and industries even slip out of the reasonable range, which must be highly valued.

Reporter: The original expected annual target for the added value of industrial enterprises above designated size in 20 15 is 8%. What is the basis of this goal? Why is there such a big gap now?

Li: Summarizing the historical experience and laws, there is a proportional relationship between the growth of industrial added value above designated size and GDP growth. Since the tenth five-year plan, this proportion has gradually decreased from 1.4 to 1. 1 in 20 14 years. In other words, GDP growth 1 percentage point, and industries above designated size must grow 1. 1 percentage point. The expected target of GDP in 20 15 is 7%, so the added value of industrial enterprises above designated size should be 8%, so as to ensure the target of GDP growth of 7%.

However, 20 15 has undergone positive changes due to structural adjustment. This means that the proportion of the tertiary industry in the national economy reaches 50.5%, which is 10 percentage point higher than that of the secondary industry, and the growth rate is faster than expected. At the same time, in 20 15, the growth rate of the added value of the tertiary industry was 8.3%, which was higher than the growth rate of the secondary industry 6% and the industry 6. 1%, and the ratio of the growth rate of the added value of industrial enterprises above designated size to the GDP growth rate dropped to 0.9. This shows that under the current new economic normal, the industrial structure is undergoing great changes, and the contribution rate of the tertiary industry to GDP is further improved. This is a new change brought about by economic restructuring, and we should have a new understanding and grasp.
