Suggestions on accelerating the development of cultural and creative industries in Fuzhou

In order to implement the spirit of the State Council's "Notice on Printing and Distributing the Revitalization Plan for Cultural Industries", "the State Council's Opinions on Supporting Fujian Province to Accelerate the Construction of the Economic Zone on the West Side of the Taiwan Strait" and "Opinions of the General Office of Fujian Provincial Party Committee and the General Office of the Provincial People's Government on Accelerating the Development of Cultural Industries" and accelerate the development of cultural and creative industries in our city, we hereby put forward the following opinions:

First, strengthen industrial planning and define development goals.

1. Accelerate the formulation of development plans for cultural and creative industries. Compile the Twelfth Five-Year Plan for the Development of Cultural and Creative Industries in Fuzhou to promote the coordination of cultural and creative industries with economic, social and urban planning; Compile the Catalogue of Investment Promotion for Cultural and Creative Industries in Fuzhou, specify the encouraged, permitted, restricted and prohibited projects, further relax the market access conditions and fields, and encourage non-public capital and overseas capital to enter the cultural and creative industries.

2. Clarify the development goals of cultural and creative industries. By 20 12, the added value of cultural and creative industries will increase by more than 25% annually, and the added value of cultural and creative industries will account for more than 8% of the regional GDP, making it one of the pillar industries in the capital cities of Haixi. By 2020, a cultural and creative industrial cluster with distinctive industrial characteristics, strong innovation ability, professional talents gathering, many well-known brands and perfect public services will be formed, and Fuzhou will be built into a cultural and creative industrial center leading the west coast and radiating the whole country.

3. Promote the development of key industries in cultural and creative industries. Fully grasp the development trend of cultural and creative industries, closely combine the unique natural and cultural resources conditions of Fuzhou in the construction of Haixi, and determine seven industries, such as modern media industry, animation and game industry, design and creative industry, arts and crafts industry, cultural leisure tourism industry, cultural exhibition industry and advertising and creative industry, as the key areas to accelerate the development of Fuzhou's cultural and creative industries.

(1) Modern media industry. It mainly develops radio, film and television industry, news publishing and newspaper industry, internet information service industry and radio and television transmission service industry characterized by content and technology update. Accelerate the development of new media such as online media, digital TV, mobile TV and mobile TV, promote the updating of printing technology and equipment, and support the development of key printing enterprises. By 20 12, the industrial added value will increase by more than 20% annually, making Fuzhou the development center of modern media industry in Haixi.

(2) Animation game industry. Focus on the development of original animation production, online game production and derivative product development. Accelerate the cultivation of a number of animation enterprises with development potential and advantages, and realize the large-scale development of the animation online game industry. (3) Design creative industries. Mainly develop the industrial design industry focusing on advanced equipment manufacturing design, clothing design, packaging design and model design, and the architectural landscape design industry focusing on architectural design, planning design, landscape design and interior design, and strive to improve the contribution rate of creative elements to related manufacturing industries, increase the added value of products, and promote the structural adjustment and industrial transformation of manufacturing industries. By 20 12, the industrial added value will increase by more than 35% annually, making Fuzhou an important design and creative industrial base in Haixi.

(4) Arts and crafts industry. Mainly develop all kinds of plastic arts industries that combine practicality and have appreciation value, and promote the development of arts and crafts with strong Fuzhou characteristics, high reputation at home and abroad and rich creative connotation, such as Shoushan stone carving, bodiless lacquerware, lacquerware products, cork painting and wooden root carving. By 20 12, the industrial added value will increase by more than 25% annually, making Fuzhou a strong city of arts and crafts in Haixi.

(5) Cultural leisure tourism. Relying on the human and natural resources of the provincial capital, accelerate the construction of tourist attractions and tourist bases; Innovate tourism projects, enrich tourism varieties, expand tourism routes and promote the organic combination of culture and tourism. By 20 12, the industrial added value will increase by more than 25% annually, making Fuzhou an important cultural and leisure tourism destination.

(6) Cultural exhibition industry. Relying on the industrial advantages of Haixi, we will vigorously integrate exhibition resources, establish and cultivate a number of major cultural and creative exhibitions, and form a creative industry exhibition base in the Straits based on the Straits International Convention and Exhibition Center. By 20 12, the industrial added value will increase by more than 40% annually, making Fuzhou an important cultural and creative exhibition center in Haixi.

(7) Advertising creative industry. Vigorously develop advertising planning, advertising design, advertising creative consulting, focusing on cultivating a number of leading advertising creative enterprises with independent brands, advanced technology, prominent main business, obvious characteristics and strong core competitiveness, and forming an advertising creative industry cluster. By 20 12, the industrial added value will increase by more than 30% annually, making Fuzhou an important base of national advertising creative industry.

Second, optimize the allocation of resources and promote industrial upgrading.

4. Scientific planning of the layout of cultural and creative industries. Based on Fuzhou's industrial base and cultural resources advantages, based on cross-strait cultural and creative industries exchanges and cooperation, strengthen the integration and expansion of cultural and creative industries resources. Develop modern media industry, advertising design industry and design creative industry with urban area as the center; Relying on Fuzhou Strait International Convention and Exhibition Center and Fuzhou International Convention and Exhibition Center to develop cultural convention and exhibition industry; Take Gulou, Changle and Lianjiang Animation Industrial Park as the core to develop the animation game industry; Focus on the four major cultural brand resources, scenic spots and hot spring resources in Fujian, and develop cultural leisure tourism; Based on the stone carving, bodiless lacquerware, wood root carving and bamboo weaving bases in Shoushan, Jin 'an District and Minhou County, we will develop arts and crafts industries and strive to form a reasonable and orderly regional division of labor and layout system for cultural and creative industries.

5. Accelerate the construction of a number of park bases. On the basis of the existing 1 national cultural industry demonstration bases and1provincial cultural industry demonstration bases, through planning guidance, policy support and market drive, we will accelerate the construction of a number of key cultural industry bases with radiation-driven and industrial agglomeration functions, such as Fuzhou National Animation Industry Base, Changle Haixi Animation Capital, Sanfangqixiang Cultural Leisure Tourism Base and Fuzhou Strait International Convention and Exhibition Industry Base. Use the Silk Factory, Jinshan Industrial Zone, Fuxing Investment Zone and other factories to transform and build a number of cultural and creative industrial parks with accurate positioning and unique features, such as Yuan Shao No.1 Cultural and Creative Park, Fubaixiang Cultural and Creative Park, Rongdu 3 18 Cultural and Creative Art Zone, and China Lacquer Space Creative Park. We will continue to plan and build a number of key cultural and creative industrial parks (bases) such as the Strait Film and Television Base, the Gui Hu-Gui 'an Ecological Hot Spring City Tourism Base, Lianjiang Strait Cultural and Creative Park, Minhou Woodcarving and Root Carving Production Base, Jasmine Tea Cultural Tourism and Leisure Base, and Taiwan Province Cultural and Creative Industry Enterprise Cluster, so as to further enhance the agglomeration, radiation and competitiveness of Fuzhou's cultural industry.

6, the construction of a number of cultural industry professional market. Relying on the characteristic cultural industry base and characteristic cultural industry park, we will build a number of large-scale cultural industry professional markets with characteristics, many categories, full functions and strong radiation. Focus on the construction of five professional markets, and build a large-scale tourist handicraft trading market combining arts and crafts industry with tourism industry; Based on the Shoushan Stone carving trade in Jin 'an District, build a large-scale Shoushan Stone professional exhibition and trading market; Based on the production of Minhou woodcut and root carving, build a large-scale woodcut professional trading market; Based on Fuzhou jewelry design industry and processing industry, to create a high-end professional jewelry display and trading market; Based on the Fuzhou Strait Book Exchange Market, we will build a wholesale trading market for publications in the Straits, making it a comprehensive platform for the exhibition and trading of cultural and creative products in Fuzhou.

7. Focus on cultivating a number of key enterprises. Accelerate the reform of cultural system, promote the institutional mechanism innovation and property right system reform of state-owned enterprises and institutions, and encourage diversification of investment subjects; We will increase support for key cultural and creative enterprises and encourage key cultural industry enterprises to go public through financing. By 20 12, we will cultivate and develop five large-scale cultural enterprises and enterprise groups with strong competitiveness and influence with an annual output value of 10 billion yuan and an annual output value exceeding 100 million yuan, with 40 enterprises.

Third, focus on deepening cooperation between Rongtai and Taiwan.

8. Innovating the talent mechanism of cultural and creative industries in Rong Tai. Give full play to the role of cultural and creative industry societies, research institutes, training institutions and other non-governmental organizations and groups, broaden the academic exchange channels of universities and research institutes in Rongtai, enrich various cultural and creative industry forums, and further strengthen the exchange and interaction of talents in cultural and creative industries in Rongtai.

9. Strengthen cooperation in cultural and creative industries between Rongtai and Taiwan. Formulate and implement preferential policies to encourage and guide Taiwanese businessmen to invest in Rong Zhen, plan and launch cultural and creative industry projects to attract Taiwanese businessmen to invest, consolidate and improve a good environment conducive to cultural industry cooperation between Rong Zhen and Taiwan Province, and encourage Taiwanese businessmen to set up production bases, regional headquarters, R&D and marketing centers, and set up emerging industry projects in Rong Zhen. Fourth, strengthen policy support and broaden financing channels.

13. All newly established cultural and creative enterprises that meet the conditions of encouraging development shall be returned in full the local retained part of their actual business tax and enterprise income tax within one year from the date of establishment. Where it is recognized as a demonstration enterprise of cultural and creative industries in the city, within 3 years from the date of recognition, the newly-added local retained part will be returned in full according to the business tax and enterprise income tax actually paid by the enterprise in the previous year.

14. Encourage the revitalization of existing real estate resources for the operation of cultural and creative industries. Where the cultural and creative industries established by using ancient buildings and old buildings with special historical memory images in Jinshan Industrial Zone, Fuxing Industrial Zone and Fuzhou Software Park or using idle real estate resources such as workshops and storerooms do not involve redevelopment and construction, and are in line with state regulations, urban functional layout optimization and conducive to industrial upgrading, the annual rent or land income of the original property units will not be levied temporarily after confirmation by the relevant industry authorities and financial departments and approval by the municipal government. This part of the land of the original property unit was acquired by allocation, and the nature of the land use right can remain unchanged.

15. Improve the financing guarantee mechanism for SMEs. Support and guide the guarantee institutions to provide guarantees for the financing of small and medium-sized cultural and creative enterprises in this Municipality, and encourage financial institutions to carry out pilot projects of intellectual property pledge of cultural and creative enterprises. Cultural and creative enterprises that receive provincial investment and financing guarantee subsidies shall be matched according to 25% of the amount of subsidies.

16. In principle, 25% bonus or subsidy will be given in one lump sum to the cultural and creative products and services that are declared independently and awarded by the national ministries and commissions and provincial people's governments, or the cultural and creative industrial projects that are supported by the special funds of the national ministries and commissions and provincial people's governments, with the maximum amount not exceeding 500,000 yuan (national ministries and commissions) and 250,000 yuan (provincial people's governments). If a project receives more than two awards or grants at the same time, it shall be given a one-time award or supporting grant in accordance with the principle of high priority and non-repetition.

17. Incorporate cultural and creative products and services into the scope of local government procurement. All organs, institutions and social organizations that are included in the budget management of this Municipality shall give priority to the products and services of cultural and creative industrial enterprises in this Municipality under the same conditions when purchasing cultural and creative products and services.

18. Encourage cultural and creative enterprises to actively expand domestic and foreign markets. Cultural and creative enterprises take the initiative to participate in national expositions sponsored by government departments. If the application is made in advance and approved, 50% booth fee subsidy will be given to each international standard booth, with a maximum of 1 1,000 yuan.

Fifth, strengthen team building and improve the quality of personnel.

19. Introduce all kinds of high-level and high-quality talents in a planned and focused way. Establish a green channel for talents in cultural and creative industries, provide quality services for outstanding cultural talents at home and abroad to start businesses in Rong, create a good development environment, promote talent gathering, and create a highland for talents in cultural and creative industries.

20, the establishment of city cultural and creative industry award. Commend and reward the collectives and individuals who have made outstanding contributions to the development of cultural and creative industries.

Sixth, strengthen organizational guarantee and form a joint force to promote.

22, clear departmental responsibilities. The Propaganda Department of the Municipal Party Committee formulates policies and detailed rules for the development of cultural and creative industries. The Municipal Development and Reform Commission and the Municipal Finance Bureau, jointly with the Municipal Bureau of Culture and other leading departments of cultural and creative industries, study and coordinate the regional layout of cultural and creative industries and the construction of major projects, promote the construction of service platforms for cultural and creative industries, guide the construction of cultural and creative industrial bases and clusters with regional characteristics, and urge the implementation of major cultural and creative industrial projects. The Municipal Finance Bureau in conjunction with the Municipal Development and Reform Commission is responsible for studying and formulating financial policies to support the development of cultural and creative industries, measures for the management of special funds for the development of cultural and creative industries and financing policies for cultural and creative enterprises. Municipal Bureau of Statistics is responsible for improving the statistical system of cultural and creative industries, improving statistical methods, and doing a good job in cultural and creative industries statistics and other related work. The Municipal State Taxation Bureau and the Municipal Local Taxation Bureau are responsible for implementing the state's tax policy on cultural and creative enterprises. The Municipal Personnel Bureau shall, jointly with the Municipal Development and Reform Commission, the Municipal Education Bureau, the Municipal Bureau of Culture and the Communist Youth League Committee, conscientiously implement the relevant talent policies and promote the combination of the development of cultural and creative industries and the employment of college students.
