Measures of Zhejiang Province for the Administration of Railway Freight Transportation
These Measures shall not apply to the transportation of non-operating personal articles. Article 3 The people's governments at or above the county level shall strengthen their leadership over railway freight transportation and establish and improve the normal railway transportation order. Article 4 Hangzhou Railway Sub-bureau shall implement unified management of railway freight transportation in the whole province, strengthen the management of railway stations and enterprises, establish effective working systems and operating procedures, improve the service quality of railway freight transportation, and ensure the safe and smooth railway freight transportation.
The administrative departments of economy, trade and transportation of the people's governments at or above the county level shall, in accordance with their respective duties, do a good job in the coordination of railway freight transportation. Article 5 When transporting goods by rail, the shipper shall sign a contract of carriage of goods with the carrier. The carrier shall deliver the goods to the consignee within the time limit stipulated in the contract. In case of late delivery, liquidated damages shall be paid.
According to the principle of voluntariness, the shipper can take out transportation insurance or cargo transportation insurance or not. The carrier shall not force the shipper to take out transportation insurance or cargo transportation insurance in any way. Article 6 The shipper shall give the goods receipt to the consignee in time and notify the consignee to pick up the goods at the arrival station. According to the receipt certificate provided by the consignor, the consignee inquires about the arrival of the goods at the arrival station according to the normal transportation period and makes good preparations for receiving the goods.
Due to special circumstances, the goods cannot arrive during the normal transportation period. When the goods arrive at the station, they should explain the situation to the consignee, and stamp the arrival date on the back of the receipt to prove that the goods have not arrived. Article 7 After the goods arrive, the railway station shall send a reminder notice to the consignee by telephone, fax, express mail or e-mail within 24 hours after the unloading plan is determined or the unloading begins, and truthfully record the way and time of the notice in the ticket. The consignee may also agree with the arrival station on the notification method.
Railway stations shall forecast and accurately report the unloading time of goods carried by railway special lines and railway special lines to railway special lines and railway special lines units. Article 8 The consignee shall, with a valid receipt, timely pick up the goods within the time limit specified in the arrival reminder notice issued by the railway station. If the consignee fails to take the goods away from the railway station within the above-mentioned time limit, the railway station may, according to the charging standard approved by the provincial price department, verify and collect the temporary storage fee for the goods beyond the time limit.

After the arrival of the goods, the loading and unloading unit should organize unloading in time to ensure the safety of the goods and shorten the stay time of the trucks.
Railway second-class and above (including second-class) stations provide 24-hour delivery service for vehicle cargo and container cargo. Factories, mining enterprises, material business units and transportation departments should implement night storage. Tenth units engaged in railway freight transport must have the corresponding transport qualifications and be approved by the railway and traffic administrative departments.
Railway stations, transport units and consignees shall strengthen cooperation, cooperate with each other, and do a good job in connecting all aspects of cargo transportation. Transportation forces should be arranged to unload and load the goods arriving at the railway station in time. Article 11 The consignee may voluntarily choose a qualified transport unit to transport the goods, and the railway station shall not force the consignee to accept the services provided by the designated transport unit. Twelfth railway stations to alleviate the contradiction of unloading, need to temporarily use the special railway line or special railway unloading, should be reported to the Hangzhou Railway Branch for approval, and signed a written agreement with the special railway line or special railway line units.
If the shipper and consignee need to use other people's special railway lines or special railways to unload cars, they should sign an agreement with the railway station, special railway lines or special railway line units and report to Hangzhou Railway Branch for approval before using them. Thirteenth special railway lines, special railway line units shall sign a transport contract with the railway station, equipped with enough loading and unloading machinery and operators, and carry out 24-hour loading and unloading operations. Railway stations should strengthen the management of special railway lines and special railways, and guide and assist them in unloading.
Due to the responsibility of the railway special line and the railway special line unit, the railway station can't send the trucks that have arrived to the unloading place or the handover place within 12 hours, and the railway station can transfer the trucks to other lines or places for unloading, and the expenses arising therefrom shall be borne by the railway special line and the railway special line unit, but the truck use fee shall be exempted.
