What is meant by the rule of law?

The rule of law is a general term for laws and institutions. So the term "rule of law" has three meanings: first, it refers to the law and system, and also refers to the legal system; second, it refers to the rule of law in a dynamic sense, that is, it refers to the legislation, law enforcement, justice, law-abidingness, and supervision of the implementation of the law, and it also includes legal publicity and education; and third, it refers to the principle of "acting according to law". Doing things according to law" principle, that is, "there is a law to follow, there must be followed, and violations of the law must be investigated.
