What is meant by the rule of law?
The rule of law is a general term for laws and institutions. The ruling class to legalize, institutionalized way to manage state affairs, and strictly in accordance with the law, a principle, but also the ruling class in accordance with their own will through the state power to establish the laws and systems used to maintain the dictatorship of the class. Any country has law, but not necessarily the rule of law. The rule of law varies in content and form in different countries. In monarchical countries, the word of the monarch is law; in capitalist countries, although the authoritarian nature of the legal system in slavery and feudalism is ruled out, the bourgeoisie, limited by its class nature, destroys the provisions of the law when they are not in the interests of its own class, and therefore there can be no true rule of law. Only a socialist state that completely eliminates the system of exploitation and realizes people's democracy can truly realize the socialist rule of law.
So the term "rule of law" has three meanings: first, it refers to the law and system, and also refers to the legal system; second, it refers to the rule of law in a dynamic sense, that is, it refers to the legislation, law enforcement, justice, law-abidingness, and supervision of the implementation of the law, and it also includes legal publicity and education; and third, it refers to the principle of "acting according to law". Doing things according to law" principle, that is, "there is a law to follow, there must be followed, and violations of the law must be investigated.
