What are the types of village planning?

Divided into the following four categories:

The first category: "Suburban integration category". After the reform and opening-up, the focus of China's development and construction has always been the city. In recent years, after the slowdown of urban economy, China has gradually shifted its development focus to rural areas. Now many cities have matured and their economic income levels have improved, but the villages around the cities do not enjoy some resources of the cities. In order to better develop rural areas, China will bring the villages near the suburbs into the category of "suburban integration" and will be integrated with the city in the future. In this way, farmers in these villages can increase their income and improve their quality of life.

The second category: "agglomeration and upgrading category". In recent years, with the full promotion of local governments, some villages have become larger and larger, with more and more permanent residents and perfect infrastructure. In the future development, such villages will be included in the category of "agglomeration and upgrading", that is to say, more resources and policies will be inclined to these villages in the future to upgrade them comprehensively.

The third category: "characteristic protection category", while people's living standards are improving, more and more people like to travel to the countryside. In order to develop rural tourism in China, many supporting policies have been introduced in recent years. Under the development of some historical ancient villages and ethnic minority villages at all levels, it has attracted many consumers to travel to the countryside, promoted local development and increased villagers' income. These historical and cultural villages, traditional ancient villages, ethnic minority villages and characteristic tourism resources.

The fourth category: "merger and relocation". In the past decade, the process of urban-rural integration has been accelerating, and a large number of rural people have moved to cities, resulting in many "hollow villages" and "hollow houses" in rural areas. Some villages are located in remote mountainous areas or desertification areas, so it is difficult for villagers to get rich, and the development of villages is also restricted. In order to better develop rural areas, there will be particularly serious population loss and poor living conditions in China in the future. Villages with frequent natural disasters are included in the category of "merger and relocation". These villages will move centrally, gather the villagers together, and then develop industry and agriculture to increase income. Of course, this measure will also be based on the wishes of the villagers. China won't force you to go upstairs if you don't want to move. You can rest assured.

Legal basis:

The Central Committee and the State Council issued the Rural Revitalization Strategic Plan (20 18-2022).

Section 1 Agglomeration and Promotion Village

The existing large-scale central villages and other general villages that will still exist account for the majority of rural types and are the focus of rural revitalization. Scientifically determine the development direction of villages, promote the transformation and upgrading in an orderly manner on the basis of the original scale, activate industries, optimize the environment, boost popularity, add vitality, protect and preserve rural features, and build a livable and suitable beautiful countryside. Encourage the development of its own comparative advantages, strengthen the support of leading industries, and support the development of specialized villages such as agriculture, industry and trade, and leisure services. Strengthen the planning and construction of island villages, state-owned farms and forest farms to improve production and living conditions.

Section 2 Suburban Fusion Village

The villages near the city and where the county seat is located have the advantages of becoming the back garden of the city, and also have the conditions for transformation to the city. Starting from the needs of industrialization, urbanization and the development of villages themselves, we should accelerate the integration of urban and rural industries, the interconnection of infrastructure, the sharing of public services and construction, retain rural characteristics in form, reflect the level of cities in governance, and gradually enhance the ability to serve urban development, undertake urban function spillover and meet urban consumption demand, so as to provide practical experience for the integration of urban and rural development.

Section 3 Characteristic Protected Villages

Villages rich in natural historical and cultural resources, such as famous historical and cultural villages, traditional villages, ethnic minority villages and scenic tourist villages, are important carriers for displaying and inheriting Chinese excellent traditional culture. Coordinate the relationship between protection, utilization and development, and strive to maintain the integrity, authenticity and continuity of the village. Effectively protect the overall spatial form and environment such as traditional village site selection, pattern, style and natural pastoral landscape, and comprehensively protect traditional buildings such as cultural relics, historical buildings and traditional houses. Respect the lifestyle and traditional habits of indigenous residents, speed up the improvement of village infrastructure and public environment, make rational use of village characteristic resources, develop rural tourism and characteristic industries, and form a benign mutual promotion mechanism for the protection of characteristic resources and village development.

Section IV Village Migration and Merger

Villages located in areas with poor living conditions, fragile ecological environment and frequent natural disasters, villages that need to be relocated due to major project construction, and villages with particularly serious population loss can be relocated and merged by means of ex situ poverty alleviation, eco-livable relocation, and rural agglomeration development and relocation. The livelihood and ecological protection of the villagers can be solved as a whole. In the villages to be relocated or merged, new construction and expansion activities shall be strictly restricted, and the infrastructure and public service facilities of the villages to be relocated or newly built shall be considered as a whole. Adhere to the combination of village relocation and merger with new urbanization and agricultural modernization, rely on suitable areas for resettlement, and avoid building isolated village-style immigrant communities. After the relocation and merger, the original site of the village will be reclaimed or afforested according to local conditions to increase the ecological space for rural production. The relocation of rural residential areas and the merger of villages must respect the wishes of farmers, and with the consent of the villagers' meeting, farmers shall not be forced to move and concentrate on going upstairs.
