Measures of Beijing Municipality on the Protection of Traditional Arts and Crafts

Article 1 In order to protect the traditional arts and crafts of this Municipality and promote the prosperity and development of traditional arts and crafts, these Measures are formulated in accordance with the Regulations of the State Council Municipality on the Protection of Traditional Arts and Crafts and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to units and individuals engaged in the protection and development of traditional arts and crafts within the administrative area of this Municipality. Article 3 The term "traditional arts and crafts" as mentioned in these Measures refers to handicraft varieties and techniques with a history of more than 100 years, exquisite skills, complete craftsmanship, made of natural raw materials, distinctive national style and local characteristics, and enjoying high reputation at home and abroad. Article 4 The economic administrative department of the Municipal People's Government (hereinafter referred to as the municipal economic administrative department) is responsible for the protection and development of traditional arts and crafts in this Municipality and related work.

Public security, industry and commerce administration, quality and technical supervision, labor and social security, tourism, cultural relics and other departments shall, in accordance with their respective responsibilities, do a good job in the protection and development of traditional arts and crafts in this Municipality. Article 5 Beijing Arts and Crafts Industry Association (hereinafter referred to as Arts and Crafts Association) shall assist the municipal economic department in the protection and development of traditional arts and crafts, and may be entrusted by relevant departments to handle specific matters concerning the protection and development of traditional arts and crafts. Article 6 This Municipality implements the identification system of varieties, skills and treasures of traditional arts and crafts, as well as masters of arts and crafts and folk arts and crafts.

The Municipal Economic Department shall set up a traditional arts and crafts review committee (hereinafter referred to as the review committee) to be responsible for the review. The daily work of the review shall be undertaken by the Arts and Crafts Association. Members of the review committee are recommended by the Arts and Crafts Association and appointed after examination and approval by the municipal economic department. Article 7 To apply for the identification of varieties and skills of traditional arts and crafts in Beijing, the applicant shall submit an application report and the following materials to the review committee:

(1) Proof that it has a history of more than 100 years;

(2) Description of style and characteristics;

(3) Proof of using traditional natural raw materials. Article 8 To apply for the identification of Beijing arts and crafts treasures, the applicant shall submit an application report and the following materials to the review committee:

(a) physical photos and proof of the use of unique, precious and rare raw materials;

(2) A description of the creative thinking and artistic value of the work;

(3) Honorary certificates obtained by participating in influential exhibitions at home and abroad;

(four) other materials that should be submitted by the review committee. Article 9 To apply for the accreditation of Beijing Master of Arts and Crafts, the applicant shall submit an application report and the following materials to the review committee:

(a) engaged in arts and crafts professional experience and relevant certificates;

(2) Photos and descriptions of representative works;

(3) Award-winning certificates of representative works of domestic and international competitions;

(four) professional skills or papers.

To apply for the accreditation of Beijing Folk Craftsman, the applicant shall submit the application report and the materials specified in Items (1), (2) and (3) of the preceding paragraph to the review committee. Article 10 The evaluation committee shall announce in advance the varieties, skills and treasures of traditional arts and crafts that have been applied for evaluation, as well as the list of arts and crafts masters and folk arts and crafts masters to be evaluated, and the announcement period shall be 30 days. During the announcement period, any unit or individual has the right to raise objections.

The review committee shall handle the objection within 30 days after the expiration of the announcement; The application materials that cannot be processed in time are not included in the scope of evaluation, and the evaluation committee shall explain the reasons to the applicant. Article 11 The review committee shall, within 3 months from the expiration of the announcement or the end of objection handling, review the varieties, skills and treasures of traditional arts and crafts, as well as the materials recognized by masters of arts and crafts and folk arts and crafts. Twelfth by the jury identified as traditional arts and crafts varieties, skills and arts and crafts treasures, as well as arts and crafts masters, folk arts and crafts masters, the municipal economic department issued a certificate and published.

Measures for the identification of varieties, skills and treasures of traditional arts and crafts, masters of arts and crafts and folk arts and crafts in this Municipality shall be formulated separately by the municipal economic department. Thirteenth municipal economic administrative departments can recommend and apply for the identification of national traditional arts and crafts varieties, skills and arts and crafts treasures, arts and crafts masters and folk arts and crafts masters in this city.

The Municipal People's Government shall reward the designers and producers of works that have been rated as treasures of arts and crafts in China. Fourteenth products or works recognized by the municipal economic department as varieties and skills of traditional arts and crafts can use the Beijing Traditional Arts and Crafts Certificate. Beijing traditional arts and crafts certificate is uniformly printed by the municipal economic department.

The specific administrative measures for the use of Beijing traditional arts and crafts certificates shall be formulated separately by the municipal economic department.

Products or works that have not been recognized as varieties and skills of traditional arts and crafts by the municipal economic department shall not use the Beijing Traditional Arts and Crafts Certificate. Article 15 Masters of arts and crafts and folk arts and crafts may sign their works and use their personal logos, but they may not sign their names on works created by others.

No unit or individual may fake the signatures of arts and crafts masters or folk arts and crafts masters.
