The difference between spatial planning and land spatial planning
Land space planning is an arrangement made in space and time for the development and protection of land space in a certain area, including overall planning, detailed planning and related special planning. Land spatial planning is the guide of national spatial development, the spatial blueprint of sustainable development, and the basic basis of various development, protection and construction activities. There used to be 1+ 1+ 1≤3, which caused some contradictions because of the overlap and different management departments. On the other hand, land spatial planning is a model of 1+ 1+ 1 > 3, which gives full play to the advantages of the three and produces Lollapalooza effect. Finally, the problem is solved and the advantage is formed.
Clarify the key points of the overall planning of land space at all levels. Land space planning is the overall arrangement of land space, and it is the policy and general program of protecting, developing, utilizing and restoring land space. It is strategy-oriented, compiled by the Ministry of Natural Resources in conjunction with relevant departments, and released after being examined and approved by the CPC Central Committee and the State Council. Provincial land spatial planning is the implementation of national land spatial planning, and coordination is the key to guide the compilation of land spatial planning in cities and counties. Organized by the provincial government, after deliberation by the Standing Committee of the National People's Congress at the same level, it was reported to the State Council for approval.
The land spatial planning of cities, counties and towns is the detailed implementation of the requirements of the government at the same level for the land spatial planning of higher levels, and the specific arrangement for the development and protection of the administrative region, with emphasis on implementation.
The overall planning of urban land and space that needs to be reported to the State Council for approval shall be organized by the municipal government and submitted to the State Council for approval by the provincial government after deliberation by the Standing Committee of the people's congress at the same level; The land spatial planning of other cities, counties and towns is determined by the provincial government according to local conditions, and the content and procedural requirements for planning approval are stipulated. All localities can adjust measures to local conditions, combine the land spatial planning of cities, counties and towns, or prepare land spatial planning by towns and villages.
Legal basis:
Land Management Law of the People's Republic of China
Article 18 The State establishes a system of land and space planning. Land space planning should adhere to ecological priority and green sustainable development, scientifically and orderly layout ecological, agricultural, urban and other functional spaces, optimize the structure and layout of land space, and improve the quality and efficiency of land space development and protection.
Land spatial planning approved according to law is the basic basis for all kinds of development, protection and construction activities. If the land spatial planning has been compiled, the overall land use planning and urban and rural planning will no longer be compiled.
