What are the main problems and rectification measures in safety management of construction industry at present?

Compared with the production activities in other industries, the production activities in the construction industry are more dangerous because of its complicated production process, poor working conditions, high labor intensity and high accident rate. Therefore, safety management is particularly important for the construction industry. In recent years, the state has promulgated a series of laws and regulations, such as the Building Law and the Regulations on Building Safety Management, giving full consideration to respecting and attaching importance to people and strengthening humanized management, which fully reflects the state's emphasis on the safety management of the construction industry and the standardization of management. At present, China is in the period of large-scale economic construction, and the construction industry has become the fourth pillar industry after industry, agriculture and trade. However, the number of accidents and deaths has been high, ranking third in all industries, second only to traffic and mines.

Through the analysis of the root cause of the accident, we can find that the following problems mainly exist in the safety management of the construction industry at present.

● Imperfect subcontracting system leads to poor management. At present, many high-quality enterprises in the construction industry have been transformed into pure management enterprises. Although they have certain management ability and level, there is no excellent construction team. Therefore, once the project wins the bid, some companies all subcontract to relevant professional teams, and the company only sends a few technicians to the site to cooperate with management.

● Insufficient safety management personnel. In the fierce bidding, builders have to reduce the price in order to get the project, and the funds for safety protection measures are often insufficient. Once winning the bid, the necessary safety protection facilities, equipment and labor protection articles cannot be purchased, which brings obstacles and difficulties to the implementation of safety management.

● The safety awareness of employees in construction industry is not strong enough. The proportion of migrant workers in the construction industry accounts for more than 80%. Their safety operation skills are poor, and pre-job training is mostly a formality, so it is difficult to achieve "three no injuries" in the operation process. Judging from the industrial accidents in recent years, most of the casualties have worked in cities for less than three months, have not received formal job training, and lack self-protection awareness and skills. At present, many subcontracting teams do not pay enough attention to the safety training of skilled workers and project managers, which leads to the lack of construction safety knowledge of many skilled workers and construction managers, even including some project supervisors.

The reason is that the existence of these problems reflects the disadvantages of the traditional safety management model to a great extent.

● Publicity and education are not in place. Traditional safety management pays little attention to publicity and education. Leading cadres only pay attention to economic benefits, do not know enough about safety work, and do not pay attention to it conceptually. Therefore, basically no publicity and education work has been done, and even if there is, most of them are superficial and go through the motions. Employees just listen to it, which is difficult to penetrate the hearts of the people, and does not play a role in publicity and education, resulting in employees having little concept of safety.

● Despise pre-management and attach importance to post-processing. The focus of traditional safety management is mainly in the system operation stage. Generally, an accident has occurred, the cause of the accident is investigated, and the system is modified according to the investigation results. This mode is called "post-processing" mode. At work, it is often the leading cadres who deal with safety accidents in time, and then strengthen the management of safety work, forming the wrong concept of "treating the head and feet". It is easy to bury hidden dangers in management, which may attract the attention of employees in a short time, but it is still the case after the incident, and the possibility of the next safety accident is very high.
