These basic experiences include six aspects, namely "six persistences".

Only by earnestly strengthening ideological and theoretical construction can the party always adhere to the correct theoretical guidance and the correct direction of progress, and all party comrades can have the ideological foundation and spiritual support for the cause of the party and the people. Only on the basis of ideological and theoretical construction, and constantly promoting the China, modernization and popularization of Marxism, can the Party's theory and practice always reflect the times, grasp the regularity and be creative.

Second, adhere to closely integrate the great project of party building with the great cause led by the party, and ensure that the party is always the strong leadership core of the socialist cause. This paper further points out the close relationship between "great project" and "great cause", and emphasizes that party building must closely focus on and serve the great cause led by the party, follow the party's political line, focus on the party's central task, and strengthen towards the overall goal of party building. At present, the great cause led by the Party is the cause of Socialism with Chinese characteristics. The party's political line is the basic line of the party in the primary stage of socialism with "one center and two basic points" as the main content; The central task of the party is to do a good job in developing this party's top priority in governing and rejuvenating the country; The overall goal of Party building is to build the Party into a Marxist ruling party that is building the Party for the public, ruling for the people, being pragmatic, reforming and innovating, working hard, being honest and clean, full of vitality, unity and harmony, and ensuring that the Party is always the vanguard of the working class in China, the vanguard of the people in China and the vanguard of the Chinese nation. The "Decision" pointed out that efforts to improve the creativity, cohesion and combat effectiveness of the Party will provide a fundamental guarantee for developing the Party's top priority in governing and rejuvenating the country, building a prosperous, strong, democratic, civilized and harmonious socialist modern country, and upholding and developing Socialism with Chinese characteristics. Highlighting the top priority of development here is to remind the whole party that all problems in China cannot be solved without scientific development. Party building must closely focus on economic construction and serve sound and rapid economic and social development. Only in this way can we provide a fundamental guarantee for advancing the great cause of party leadership.

Third, adhere to the construction of ruling ability and advanced nature as the main line to ensure that the party always walks in the forefront of the times. This experience has pointed out the fundamental point and focus of party building. The construction of the party's ruling ability and advanced nature is the fundamental construction of the party under the long-term ruling conditions. Fourth, persist in building the party for the public and governing for the people, and maintain the flesh-and-blood ties between the party and the people. This experience is the concrete embodiment of the party's fundamental purpose under the long-term ruling conditions of the party and the realistic reflection of the party's fine tradition of keeping close contact with the masses. The greatest advantage of our party is close contact with the masses, and the greatest danger after the party is in power is to be divorced from the masses. Only by adhering to the fundamental purpose of serving the people heart and soul, and making power available to the people, affection for the people, and benefit for the people, can the party always win the support and support of the people. In the long-term ruling, especially in the environment of reform and opening-up, there are indeed a few cadres in party member who are seriously bureaucratic, divorced from the masses, and even abuse power for personal gain and corruption, which has damaged the flesh-and-blood ties between the Party and the people. If these problems are not solved quickly and allowed to spread, it will inevitably shake the ruling foundation of the party and will eventually be abandoned by the people. If our party wants to be in power for a long time, it must persist in building the party for the public and governing for the people, and always maintain the flesh-and-blood ties between the party and the people. Therefore, it is clearly pointed out in the decision that it is necessary to adhere to the fundamental purpose of serving the people wholeheartedly, adhere to the people-oriented principle, implement the Marxist mass viewpoint and the party's mass line, realize, safeguard and develop the fundamental interests of the overwhelming majority of the people, govern for the people, love the people and benefit the people, continuously strengthen the party's class foundation and expand the party's mass foundation, so that the party will always be supported and supported by the people. It can be said that this is a valuable experience with fundamental significance.

The fifth is to persist in reform and innovation and enhance the vitality of the party. This experience points out the fundamental way and source of strength to strengthen and improve Party building under the new situation. Sixth, insist that the party should manage the party strictly and improve the level of managing the party. Here, the fundamental principle of party building is further emphasized, which has strong practical pertinence. Many problems existing in our party are related to the ineffective and lax management of the party by some party organizations. Since the founding of New China, especially since the reform and opening up, our party has had many successful practices and many setbacks and lessons. On the basis of summing up these practical experiences, the Fourth Plenary Session decided to clearly point out that to govern the country, we must first govern the party, implement the responsibility system for party building, adhere to strict requirements, strict education, strict management and supervision, carry out criticism and self-criticism, be serious about party discipline, strengthen the building of a clean and honest party style from a strategic height that concerns people's hearts and the survival of the party, unremittingly carry out the anti-corruption struggle, and resolutely correct unhealthy trends that harm the interests of the masses. Only by following these requirements can we continuously improve the level of managing the party and implement the fundamental policy of strictly administering the party, and can we always maintain the advanced nature and purity of the party.
