On July 26th, 2006, in order to thoroughly implement the Fifth Five-Year Plan of Publicity Department of the Communist Party of China and the Ministry of Justice on Promoting Legal Publicity and Education among Citizens forwarded by the Central Committee and the State Council and the Resolution on Strengthening Legal Publicity and Education adopted by the 10th the National People's Congress Standing Committee (NPCSC), implement the spirit of the 6th National Conference on Legal Publicity and Education, and push the legal publicity and education work closer to the grassroots and the masses, Publicity Department of the Communist Party of China, the Ministry of Justice and the National Law Popularization Office jointly issued the "Notice on Launching the Six Laws" (No.48 [2006] of Sifatong), and decided to extensively carry out the activities of law entering organs, villages, communities, schools, enterprises and units, and set off a new upsurge in the whole society by carrying out various legal publicity and education activities that people like.

Question 6: How to effectively carry out the "six advances in law" activities? "Six advances in law" (into institutions, villages, communities, schools, enterprises and units) is a new measure of legal education put forward by the Fifth Five-Year Plan on the basis of summarizing more than 20 years of legal publicity and education experience. The author believes that the "six major advances of law" should not only be explored at the level of practice and policy, but also be fully considered and discussed at the level of rule of law culture.

It is generally believed that the culture of rule of law is a way of thinking and behavior centered on values in the legal life of a country or region, including members' awareness, ideas, thoughts and legal value orientation of rule of law. At the same time, however, the author believes that although the spiritual and cultural contents such as rule of law consciousness, rule of law idea, rule of law thought and legal value orientation are the core parts of rule of law culture, they are not the only parts. Because "culture" itself is a rather complicated multi-level structure with its own complete system. From a cultural point of view, according to the material transformation relationship between man and nature, the behavior transformation relationship between man and society, and the self-awareness relationship between man and himself, the cultural structure consists of the following subsystems ―― material cultural system, institutional cultural system, behavioral cultural system and spiritual cultural system. As one of the "members" of culture, the culture of the rule of law also contains very rich contents, which is a complete cultural system composed of four sub-cultural systems: spiritual culture, institutional culture, behavioral culture and material culture. The four subsystems in this system restrict and influence each other, and are isomorphic, becoming an organic whole of the rule of law culture. The author's thinking on the rule of law culture of "six advances in law" is carried out from four subsystems, namely, the spirit culture of rule of law, the system culture of rule of law, the behavior culture of rule of law and the material culture of rule of law.

"Six advances in law" is the basic project to promote the spiritual and cultural construction of the rule of law.

We know that the spiritual culture reflecting the relationship between man and himself is composed of values, ways of thinking, moral sentiments, aesthetic tastes, religious feelings, national character and other factors cultivated by human beings in long-term social conscious activities, and is the core part of the whole culture. The spirit of the rule of law culture, that is, the formation of its ideas, is the most important part of the rule of law culture, including rule of law thought, rule of law consciousness, rule of law psychology, rule of law attitude, rule of law theory and so on. Undoubtedly, improving the ideological spirit of rule of law of social members is the most critical link to promote the development of a country's rule of law culture. Because of its wide coverage, the "Six Laws" can spread the spirit of the rule of law in all directions by entering institutions, villages, communities, schools, enterprises and units. In particular, due to China's cultural tradition of paying attention to etiquette and customs for thousands of years, the rule of law culture is inherently insufficient, and there is a problem that the old consciousness is difficult to match the new regulations in real life. Only through a solid and effective popularization process of the concept of the rule of law in a long historical period can we gradually establish a profound spiritual and cultural tradition of the rule of law in the whole society, guide social members to consciously study the law, stress rights, obligations and responsibilities, enhance the awareness of the Constitution and laws, and enhance the consistency of rights, obligations and responsibilities.

As a basic project to promote the development of the spiritual culture of the rule of law, "six advances in law" is not only an inevitable product of the development of the culture of the rule of law to a certain stage, but also an inherent requirement for the progress and perfection of society itself. It is not only a summary of the practical experience of popularizing law in the past 20 years, but also a strategic requirement and working goal of popularizing law in the future. With the clear aim of "carrying forward the spirit of the rule of law, popularizing legal knowledge and building a harmonious society", the "six advances in law" can be said to have injected fresh and rich contents into our traditional legal culture.

Legal communication culture is one of the basic components of legal culture. Without the full development of legal communication culture, there will be no full development of legal culture. As one of the important carriers of contemporary legal communication culture, legal communication activities represented by "six advances in law" have a prominent and long-term role in improving the legal quality of all members of society. In particular, the "six laws" focus on the socialist concept of rule of law as the core of the socialist cultural concept of rule of law, which is also an important reason why the "six laws" have become the basic project of socialist spiritual culture of rule of law. The concept of socialist rule of law is a series of concepts, beliefs, ideals and values that reflect the inherent requirements of socialist rule of law, and it is the guidelines and principles to guide and adjust socialist legislation, law enforcement, justice, law-abiding and legal supervision. Through the effective dissemination of the "six advances in law" activities, more members of society can know that China has put forward the following suggestions on the basis of summing up the practical experience of rule of law construction and drawing lessons from the achievements of world rule of law civilization. & gt

Question 7: What are the "six major legal advances"? How to Carry out Anti-cult Legal Education and Publicity in the Activities of "Law Entering Organs" "Six Laws Entering Organs" is a legal popularization term with China characteristics, which refers to a five-year legal popularization work put forward and deployed by Publicity Department of the Communist Party of China, Ministry of Justice and National Legal Popularization Office in 2006.

It is necessary to incorporate anti-cult legal education into the theoretical study plan of leading cadres, and focus on strengthening the publicity and study of relevant principles, policies, laws and regulations for preventing and handling cult problems. Further improve the concept of socialist rule of law for civil servants, highlight the theme of serving scientific development, take anti-cult legal publicity and education as an important part of institutional learning, formulate institutional learning and use plans in combination with the work functions of various organs, and seriously organize their implementation. Question 8: What exactly does "the Sixth Five-Year Plan" mean? The Sixth Five-Year Plan of Publicity Department of the Communist Party of China and the Ministry of Justice on legal publicity and education among citizens is referred to as the Sixth Five-Year Plan.

The "Sixth Five-Year Plan" refers to strengthening the education of socialist concept of rule of law, continuing to build cities (districts and counties) ruled by law, doing well the activities of six laws, enhancing the role of rule of law culture, promoting the publicity of laws and regulations related to people's livelihood and maintaining social stability, innovating publicity forms and carriers, establishing supporting assessment and acceptance mechanisms, implementing the responsibility system for inspectors, and carrying out various legal publicity and education activities in depth among the whole people.

Question 9: According to the usual understanding, the legal definition of "unit" refers to non-natural entities such as organs, organizations and legal persons or their subordinate departments (Baidu Encyclopedia). Specifically, it is institutions, companies, factories, schools and so on. Often referred to as units.

Legal person is a unique concept in civil law. According to the broad concept of legal person, legal person includes public legal person and private legal person, so the unit should be a legal person. Of course, the so-called public legal person only recognizes it as a legal person in civil law, not established according to civil law. Generally, we don't call unincorporated organizations units, such as partnerships.

Therefore, I think, according to the concept of legal person in our country's law, the unit should be a collective name of enterprise legal person and non-enterprise legal person. The former refers to the legal person engaged in business activities; The latter refers to legal persons who are not engaged in business activities, including government agencies, institutions and social organizations.
