1. To promote reading for all, it is necessary to cultivate and practice socialist core values, inherit and develop Chinese excellent traditional culture, and spread scientific and cultural knowledge beneficial to social civilization and progress; Follow the principles of government guidance, public participation, public welfare, equality and convenience. Second, the local people's governments at or above the county level should incorporate the promotion of reading for all into the national economic and social development plan, determine the work objectives, tasks and measures, incorporate the construction of public facilities into the urban and rural construction plan, and incorporate the work funds into the fiscal budget at the corresponding level; Promote reading for all as the content of Jiangsu's basic modernization index system assessment, socialist spiritual civilization construction and modern public cultural service system construction. Three, the national reading activities leading group is responsible for guiding and coordinating the work of promoting national reading within their respective administrative areas, and its member units shall do a good job in promoting national reading according to their respective responsibilities. The office of the leading group is located in the administrative department of press and publication at the corresponding level and is responsible for the daily specific work. Four, the local people's governments at or above the county level shall co-ordinate the relevant special funds, arrange corresponding funds to promote the reading of the whole people. National reading funds should be used to organize major reading activities, purchase public reading services, support excellent book publishing, support reading promotion activities and strengthen the construction of public reading facilities.

Encourage and support the establishment of a public welfare foundation for reading for all, and accept donations from citizens, legal persons or other organizations according to law. Public reading public welfare foundations shall disclose information to the public according to law and accept social supervision. Citizens, legal persons or other organizations that donate to the National Reading Public Welfare Foundation shall enjoy relevant preferential policies according to law.

Encourage citizens, legal persons and other organizations to donate books and other reading materials and related equipment to public reading service places. Five, the local people's governments at all levels shall, according to the population size, distribution and service demand within their respective administrative areas, reasonably set up public reading service places such as public libraries, farmer's bookstores, community bookstores, and employee bookstores to support the construction of physical bookstores; Strengthen the standardized construction of newspaper reading columns (screens) and kiosks, protect and utilize reading cultural relics, and define the departments, units and personnel for management and maintenance.

State organs, enterprises and institutions, people's organizations and social organizations shall, according to their own characteristics and conditions, set up corresponding libraries, reading rooms or book and newspaper racks, provide various reading carriers and carry out regular reading activities.

Public cultural facilities supporting the construction of newly built, rebuilt and expanded residential quarters shall be provided with public reading service places.

Encourage social forces to set up reading service places. Seven, April 23rd every year as the "Jiangsu Province National Reading Day". The provincial people's government holds the "Jiangsu Reading Festival" every year and the "Jiangsu Book Fair" regularly. The people's governments of cities and counties (cities, districts) with districts may hold reading festivals and other activities according to local actual conditions.

During the reading day and reading festival, local people's governments at all levels and their relevant departments and units organize various reading activities to create a good social atmosphere to promote reading for all. Advocate citizens to actively participate in national reading activities. Eight, the local people's governments at all levels and their relevant departments shall organize the establishment of a nationwide reading part-time promotion team, carry out nationwide reading guidance and services in public reading service places, and cultivate citizens' reading interests and habits. The leading group of national reading activities shall provide necessary professional knowledge and skills training for part-time reading promoters free of charge. Encourage volunteer service organizations and individuals to participate in promoting national reading, support the construction of grassroots national reading volunteer service stations, and carry out national reading volunteer service activities.

Establish a national reading promotion association according to law and carry out work under the guidance of the leading group for national reading activities. Guide professional reading research and promotion institutions, reading societies and reading service places set up by social forces to participate in national reading activities.

Give play to the role of social organizations such as trade unions, the Communist Youth League, women's federations, associations for science and technology, literary and art federations and writers' associations in promoting reading for all. Nine, the administrative department of press and publication shall strengthen the supervision of publishing activities according to law, and purify the reading environment.

Encourage and advocate citizens to strengthen in-depth reading and systematic reading of excellent scientific and cultural classics at home and abroad. The leading group for national reading activities can organize the publication and adjustment of the national reading guidance bibliography and recommend excellent reading materials to the public.

Encourage the creation and publication of more excellent works. Publishing units should attach importance to social benefits, strengthen the publication and distribution of all kinds of excellent publications, develop key publishing projects to promote reading for the whole people, provide books that are convenient for readers to carry and classic libraries that meet readers' reading and collection needs, carry out book exhibitions, reading lectures and reading competitions, and promote reading activities for the whole people. Ten, public libraries should provide the public with a good reading environment and convenient and efficient lending services, give priority to the purchase of excellent books, open their reading resources to the public free of charge, and actively carry out reading publicity and professional guidance. In addition to precious ancient books, important materials and documents used for collection, books in public libraries should be borrowed from open shelves and circulated, supplemented and updated regularly.

Promote public libraries to implement the system of main and branch libraries, and gradually realize the borrowing and returning of books between county-level public libraries and all kinds of libraries and grass-roots public reading service places within their respective administrative areas. The digital resources of public libraries are interconnected with all kinds of reading equipment terminals within their respective administrative areas for use by * * *.

Grass-roots public reading service places should improve the management system, provide practical and targeted reading materials according to the actual situation of the region and the unit and the characteristics of the reading crowd, and ensure normal opening.
