Chapter I General Provisions Article 1 In order to promote the development of tourism, rationally develop and protect tourism resources, standardize the order of the tourism market, and safeguard the legitimate rights and interests of tourists, tour operators and tourism professionals, these Regulations are formulated in accordance with relevant laws and regulations and in light of the actual situation of the autonomous region. Article 2 Units and individuals that make tourism development plans, protect and develop tourism resources, implement tourism management, build tourism facilities, engage in tourism management and conduct tourism activities within the administrative area of this autonomous region shall abide by these regulations. Article 3 The autonomous region shall formulate policies to support the development of tourism, improve the environment for the development of tourism, encourage the development of characteristic tourism, develop characteristic tourism projects, enhance the brand of tourism products, cultivate the main players in the tourism market and promote the development of tourism. Article 4 The development of tourism should adhere to the principles of government leading, social participation, market operation, industry self-discipline and tourism benefiting the people. Article 5 The development of tourism resources should adhere to unified planning, outstanding characteristics, rational utilization, scientific protection and sustainable development, and adhere to the unity of economic benefits, social benefits and ecological benefits. Article 6 The people's government of the autonomous region shall strengthen its leadership over the tourism work in the whole region and incorporate the development of tourism into the national economic and social development plan.

The people's governments at the city (prefecture) and county level shall, according to the overall planning of tourism development in the autonomous region, formulate tourism development plans in their respective administrative regions according to local conditions.

The people's governments at or above the county level shall strengthen the construction of tourism infrastructure and establish and improve supporting facilities for tourism services. Article 7 The people's government of the autonomous region shall increase investment in tourism and include the funds needed for tourism development in the annual budget.

City (prefecture) and county-level people's governments shall, according to the needs of tourism development, increase capital investment in tourism and incorporate it into the annual budget of the people's government at the same level. Article 8 The planning and scheme design of municipal construction projects and key projects of the people's governments at or above the county level shall give overall consideration to the development of tourism. Ninth tourism administrative departments of the people's governments at or above the county level shall be responsible for the formulation of tourism development planning, the organization and coordination of tourism development, tourism administrative law enforcement, tourism safety inspection and tourism supervision and guidance within their respective administrative areas. Tenth relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, ensure and promote the healthy development of tourism. Eleventh tourism industry associations should establish and improve the industry self-discipline system, standardize industry behavior; Promote the construction of industry integrity and establish industry integrity files; Carry out consulting services on the quality of tourism products and services, and organize relevant business training; Assist the government to standardize the industry order and create a good market environment. Twelfth people's governments at all levels and their relevant departments shall commend and reward the units and individuals that have made outstanding contributions to promoting the development of tourism. Chapter II Promotion and Development Article 13 The people's governments at or above the county level shall integrate, make overall plans and plan the natural tourism resources and humanistic tourism resources in this region, and transform the advantages of tourism resources into the advantages of tourism products and economy, so as to promote the development of tourism. Article 14 The tourism administrative department of the people's government at or above the county level shall formulate a tourism development plan according to the overall land use planning and urban and rural construction planning, and coordinate with the planning of nature reserves, scenic spots and cultural relics protection. The relevant departments shall, when making other relevant plans, make overall plans for tourism functions and give consideration to tourism development.

Tourism development planning, after examination by the competent tourism department of the people's government of the autonomous region, shall be reported to the people's government at the same level for approval. The approved tourism development plan shall not be changed without authorization; If it is really necessary to change, it shall be approved by the original examination organ and reported to the people's government at the corresponding level for approval. Article 15 The people's governments at or above the county level and their relevant departments shall do a good job in the protection and declaration of tourism resources such as world cultural heritage, world natural heritage, world intangible cultural heritage, national scenic spots, national geological parks, national forest parks, national wetland parks, national A-level scenic spots (spots), famous historical and cultural cities in China, patriotic education demonstration bases and key cultural relics protection units, and constantly improve the brand benefits and value of tourism resources. Article 16 People's governments at or above the county level shall develop tourism industry according to local tourism resources, local characteristics and traditional culture, develop tourism products, promote the organic combination of cultural industry and tourism industry, and enrich the connotation of tourism culture. Seventeenth autonomous regions to encourage qualified enterprises and individuals to participate in tourism investment, development, construction and operation. The development, construction and operation of tourist attractions (spots), tourist hotels (hotels), tourist passenger transport, tourist commodities, national cultural tourism, sightseeing tourism and special tourism shall enjoy the corresponding preferential policies stipulated by the people's government of the autonomous region. Eighteenth people's governments at or above the county level shall guide and support the development of tourism commodities with local characteristics, establish a production and processing base for tourism commodities, and form a comprehensive market system for tourism commodity development, production and sales. Article 19 People's governments at or above the county level shall take preferential measures such as small loans and discount loans, encourage farmers and herdsmen to participate in tourism in various forms, support farmers and herdsmen to develop tourism projects with local characteristics, and vigorously develop rural tourism. Article 20 People's governments of autonomous regions and cities (prefectures) and counties (cities, districts) rich in tourism resources shall set up special funds for tourism development and tourism promotion funds according to the needs of tourism development.

The special funds for tourism development are mainly used for tourism planning, tourism infrastructure construction, tourism scenic spots (spots) development, tourism market development, tourism informatization construction and rural tourism development.

Tourism promotion funds are mainly used for overall tourism image promotion, regional tourism promotion and tourist market expansion.
