Citizens' faithful fulfillment of their obligations includes three articles:

1), what the law encourages us to do, we actively do. Our laws advocate and encourage citizens to carry out acts that are beneficial to social civilization and progress, and we should actively do what the law advocates, which is an important manifestation of the duty of faithful performance;

2), what the law requires us to do, we must do. China's laws on citizens in the economic life, political life, cultural life and other areas of the obligations that should be traveled, made clear provisions. For the law requires us to do in accordance with the requirements of the law to do, and can not do;

3), the law prohibits us from doing, we resolutely do not do. Prohibited by law, we resolutely do not do, the faithful fulfillment of the duties of citizenship is another important manifestation. To commit an act prohibited by law is to violate the law and will be sanctioned.

In short, we can only do the correct exercise of rights, faithfully fulfill their obligations, is a high degree of legal concept and noble morality of qualified citizens.

So it is not entirely correct to say: "Citizens fulfill their obligations as long as they don't do anything forbidden by law."
