6. Retail industry. Small and medium-sized enterprises with less than 300 employees and operating income of less than 500 million yuan. Among them: micro-enterprises with employees 10 or less and operating income of 5 million yuan or less; Small enterprises with less than 50 employees and operating income of less than 50 million yuan; Medium-sized enterprises with less than 300 employees and operating income of less than 500 million yuan.

Article 5 of the Law of People's Republic of China (PRC) on the Promotion of Small and Medium-sized Enterprises specifically stipulates:

1. the State Council formulated policies to promote the development of small and medium-sized enterprises, established a coordination mechanism to promote the development of small and medium-sized enterprises, and coordinated the development of small and medium-sized enterprises nationwide;

2. The department responsible for promoting the comprehensive management of small and medium-sized enterprises in the State Council organizes and implements policies to promote the development of small and medium-sized enterprises, and conducts macro guidance, comprehensive coordination, supervision and inspection on the promotion of small and medium-sized enterprises;

3. The relevant departments of the State Council are responsible for promoting the development of small and medium-sized enterprises within their respective responsibilities according to the national policies for promoting the development of small and medium-sized enterprises;

The local people's governments at or above the county level shall, according to the actual situation, establish a coordination mechanism for the promotion of small and medium-sized enterprises, clarify the corresponding departments responsible for the comprehensive management of the promotion of small and medium-sized enterprises, and be responsible for the promotion of small and medium-sized enterprises within their respective administrative areas.
