Why should we “crack down hard” on criminal offenses?

1. On August 25, 1983, the Central Committee of the Communist Party of China issued the "Decision on Strictly Cracking Down on Criminal Crimes", proposing to organize three campaigns within three years starting from 1983.
From early August 1983 to July 1984, local public security agencies quickly launched the first campaign to severely crack down on criminal activities.
From then until 2001, "strike hard" campaigns were organized every year except 1985 and 1997.
In accordance with the spirit of "severely, swiftly, and catch them all" in accordance with the law, we will resolutely crack down on criminal elements.
2. "Strike hard" means cracking down hard on serious criminal activities. The first person to put forward this term was Deng Xiaoping.

3. After the end of the "Cultural Revolution", one of the sequelae of the "ten years of civil strife" was the emergence of a large number of vandals, robbers, murderers, thieves and gangs of criminals.
These criminals are rampant in their activities, disrupting social security and endangering people's lives and property.
We have not carried out a comprehensive clean-up for some time, and a considerable number of criminals have not received due legal sanctions.
