On February 7, 2002, Dr. Kuanling Fan, a world renowned celebrity, together with about 1,000 people from all walks of life at home and abroad, hosted in Taipei City the 1300th Birthday Celebration of Li Bai, as well as the 5th World Congress of Cultures and Poets, which was the first of its kind in Taiwan. This is the first time that Taiwan has organized a congress in commemoration of Li Bai.

The opening ceremony of the Congress was held from 3:00 p.m. to 5:30 p.m. at the Fengzhong Stage in Taipei City. Organized by the Council for Cultural Affairs of the Executive Yuan, the Ministry of the Interior, and the Taiwan Provincial Government, it is sponsored by the International Culture Promotion Committee of the Federation of Chinese Culture Renaissance Movements, the VIKING Group, the Chinese Culture Association, the Chinese Society for Business Administration, and the Federation of World Cultures. Co-organized by more than one hundred cultural, public welfare, religious, economic and trade organizations. Dr. Fan Guangling, President of the Chinese Culture Association and Vice Chairman of the International Committee for the Promotion of Culture, was the Chairman of the Congress and delivered a speech in English and Chinese. In attendance were Dr. Hsu Wenbin, National Policy Advisor and Vice-President of the General Assembly, Dr. Chen Yuxiu, Chairperson of the CICC, Prof. Lin Er, famous local musician and Vice-President of the General Assembly, Ambassador Extraordinary and Plenipotentiary of Liberia H.E. John Cummings, Vice-President of the General Assembly, Ambassador Extraordinary and Plenipotentiary of Nicaragua H.E. Luis A. Wong, representatives of Paraguay, South Africa, Malawi, Japan, Russia, Israel, and the United States of America. Dr. Fan Guangling said that poetry is the crystallization of culture, and Li Bai is the glory of Chinese culture. The New Poetry Movement is the key to the modernization of Chinese culture, 'Ancient Poetry for Liberation, New Poetry for Form' is the new direction for poetry tomorrow. While the society and hearts of Taiwan and mainland China need poetry and culture to purify and elevate; cross-strait peace needs poetry and tolerance to communicate and connect, Dr. Fan Guangling would like to invite back the four gentlemen of the New May Fourth Movement: Science, Democracy, Integrity, and Righteousness. Neo-Confucianism, world peace, and the sublimation of human nature are the key objectives of the conference. Li Bai's spirit of emphasizing people's lives and opposing corruption is an important tradition of the Chinese people. It is significant that this is the first time the Li Bai Birthday Celebration is held in Taiwan. Li Bai's poetry can be considered as the originator of the 'New Ancient Poetry', one of the three major schools of poetry in China. Dr. Fan donated 5,000 copies of the world's smallest book of poems and paintings to poetry lovers in China and abroad, as well as scholarships in the name of his parents, Dr. Fan Yuan-Sheng and Dr. Li Kuo-Yi.

The conference also held five events:

1. Li Bai Festival, Li Bai imitation, Yang Guifei, Gao Li Shi activities, hosted by Zhang Caixia program.

2. Organize the 5th World Culture and Poets Conference and the World New Poetry Contest, open to all ages. The program will be "Children who learn poetry will not be bad".

3. Publishing the second collection of 'Electronic Business Card Book' '300 New Poems and 1010 Complete Poems of Li Bai' founded by Fan Guangling and programmed by Wang Junliang.

4. Famous musician Lin Er and famous musicians at home and abroad piano performance and vocal singing series.

5.
