Main responsibilities of Huainan Municipal Bureau of Commerce

(a) to implement the national guidelines, policies and regulations on domestic and foreign trade, foreign investment, foreign aid, foreign investment and foreign economic cooperation, draft relevant local regulations and organize their implementation; To formulate long-term and annual plans for the development of domestic and foreign trade, utilization of foreign capital and international economic cooperation in the city; Study the development trend of regional economic cooperation and modern circulation mode, and put forward relevant policy suggestions.

(two) to study and put forward opinions on the reform of the circulation system; Responsible for promoting the structural adjustment of the circulation industry, guiding the reform of commercial enterprises, commercial services and community business development in the city, and putting forward policy suggestions to promote the development of small and medium-sized commercial enterprises; Promote the development of modern circulation methods such as circulation standardization and chain operation, commercial franchising, logistics and distribution, and e-commerce.

(three) put forward policies and measures to guide the construction of domestic and foreign capital investment market system; Responsible for the planning and commercial system construction of urban commercial outlets, wholesale markets for bulk products, bazaars and refined oil markets; Promote the construction of rural market system and organize the implementation of rural modern circulation network project.

(four) take the lead in coordinating and rectifying and standardizing the market economic order; Promote credit construction in the business field, guide commercial credit sales, and establish a market credit service platform; Responsible for the reserve management and market regulation of important consumer goods in accordance with the division of labor, and responsible for the supervision and management of special industries such as refined oil market, livestock and poultry slaughter, auction, leasing, pawn, used motor vehicle trading, and scrap car dismantling.

(five) to undertake the responsibility of organizing and implementing the market regulation of important consumer goods and the circulation management of important means of production; Responsible for establishing and improving the emergency management mechanism for the market supply of daily necessities, monitoring and analyzing the market operation, commodity supply and demand, investigating and analyzing commodity price information, and making prediction and early warning and information guidance.

(six) to analyze the international economic and trade situation and the import and export situation of our city, and formulate policies and measures to promote the transformation of foreign trade growth mode; Organize the implementation of the total import and export plan of important industrial products, raw materials and important agricultural products, and coordinate the bulk import and export commodities of relevant departments; Guide the import and export of mechanical and electrical products; Organizing and managing import and export commodity quotas and tariff quotas; Guide and coordinate the work of processing trade.

(seven) to guide trade promotion activities and the construction of foreign trade promotion system; Responsible for the management of the city's convention and exhibition industry, organize and guide large-scale trade promotion activities such as trade fairs and fairs; Responsible for the management of resident representative offices of overseas non-enterprise economic organizations in our city; Coordinate international freight forwarders; Organize and implement regional economic and trade cooperation and deal with relevant issues in multilateral and bilateral economic and trade fields.

(8) Promoting the standardization of import and export trade; Supervise the technology import, equipment import and technology export restricted by the state according to law, and handle import and export licensing matters involving national security according to law.

(9) Take the lead in drawing up the development plan of service trade and carrying out relevant work, formulate plans and policies for promoting the development of service export and service outsourcing together with relevant departments and organize their implementation, so as to promote the construction of service outsourcing platform.

(10) Organizing and coordinating anti-dumping, countervailing, safeguard measures and other work related to import and export fair trade; Establish an early warning mechanism for import and export fair trade, carry out foreign trade investigation and industrial injury investigation according to law, guide and coordinate the industrial safety response and foreign response to anti-dumping, countervailing and safeguard measures for export commodities in our city and related work; Conduct anti-monopoly review on the concentration behavior of operators according to law, guide enterprises to deal with foreign anti-monopoly, and carry out multi-bilateral competition policy exchanges and cooperation.

(eleven) macro guidance of foreign investment; To analyze and study the situation of foreign investment, formulate foreign investment policies and measures and organize their implementation; To guide and manage the investment attraction, foreign investment, examination and approval, import and export of foreign-invested enterprises; Major changes in contracts, articles of association and special provisions of laws of foreign-invested projects within the scope of legal approval; To examine and approve the establishment and change of foreign-invested enterprises above designated size that restrict investment and involve quota and license management; Supervise the implementation of relevant laws, regulations, contracts and articles of association by foreign-invested enterprises.

(twelve) centralized management of the city's economic and trade foreign affairs activities, contact foreign economic and commercial institutions. Approve and report to overseas economic and trade delegations and personnel in accordance with regulations; Handle the invitation, contact and reception of important merchants and foreign business delegations to visit our city; Contact our overseas economic and commercial institutions, international economic organizations and foreign commercial institutions in our city. Organize and guide all kinds of enterprises in the city to participate in domestic and foreign trade fairs.

(thirteen) responsible for foreign economic cooperation; Manage and supervise foreign contracted projects and foreign labor cooperation according to law; Formulate relevant policies for overseas employment management of personnel in this Municipality, and take the lead in protecting the rights and interests of overseas workers and employees; To examine and approve enterprises of this Municipality to invest and set up enterprises overseas (except financial enterprises) according to law, and to implement supervision and management.

(fourteen) responsible for the city's business statistics; To guide the construction of information network, e-commerce and e-government in the commercial field of the whole city; To guide the business work in counties and districts; Coordinate and manage the work of trade and service industry associations and societies; Manage the city's commercial intermediary organizations.

(fifteen) authorized to supervise and manage the state-owned assets of directly affiliated units and departments; Responsible for business guidance, personnel training, departmental coordination and consulting services of commercial enterprises.

(sixteen) to undertake other tasks assigned by the municipal government.
