In view of the existing problems, the Committee members spoke freely, made suggestions and put forward many good opinions and suggestions. The report of this investigation is as follows:
First, the status quo of the integrity system construction in our city
In recent years, under the unified deployment of the municipal party committee and the municipal government, the relevant departments at all levels in our city have successively carried out a series of activities to improve the soft investment environment in Xuzhou, and made unremitting efforts for the construction of the credit system in our city, and achieved certain results, mainly in the following aspects:
(1) Integrity publicity was gradually carried out. The city's news media widely publicized the "Implementation Outline of Citizens' Moral Construction", which further promoted the education of citizens' integrity; The tax department has carried out a publicity campaign of "paying taxes in good faith and benefiting the country and the people"; The quality supervision department has carried out educational activities with the theme of "looking at the window of integrity construction"; The financial department published a special edition of honesty education in Xuzhou Daily, and held an essay-writing activity of honesty and prize. (2) Credit supervision has been continuously strengthened. Mainly as follows:
(1) The phenomenon of dishonesty has been repeatedly banned. Mainly manifested in the manufacture and sale of counterfeit goods, breach of contract, malicious evasion of debts, tax evasion, false contracts, price fraud and so on. These problems involve enterprises, individuals and even a few government departments. Each department also has its own evaluation methods, lacking a coordinated and unified evaluation organization and evaluation method. Often an enterprise recognized as trustworthy by one department may be an untrustworthy enterprise evaluated by another department, which will easily lead to conflicts in credit rating evaluation.

On the surface, the current phenomenon of lack of integrity is the result of interest-driven, but there are deep cultural, institutional and management reasons behind it: the moral education of citizens' integrity is weakened, and the overall quality of citizens is low; Enterprises have a weak sense of trustworthiness, lack of internal credit management and lack of awareness of credit risk prevention; The current legal system is imperfect and the law enforcement is weak; The incentive mechanism and punishment mechanism of trustworthiness are not perfect and the cost of dishonesty is too low; The social credit management system is chaotic, which leads to the anomie of moral behavior and the disorder of market transactions, and affects the integrity image of our city.
Three, some suggestions to speed up the construction of social credit system in our city
In recent years, strengthening the construction of social credit system and creating a good credit environment have aroused widespread concern from all walks of life. The advanced areas represented by Shanghai have taken the lead in taking a solid step in the construction of social credit system, which has provided valuable experience for our city to accelerate the construction of social credit system. In order to achieve rapid economic and social development and strive to be the strategic goal of "two firsts" in Jiangbei, our city must attach great importance to the construction of "honest Xuzhou" and further establish and improve the social credit system. 3. Establish a credit evaluation system. Credit evaluation system is an important part of social credit system construction, but there is no authoritative credit evaluation institution in our city at present. Although the construction of social credit system in our bureau has been fully carried out in recent years, the work is still not in-depth, especially in the comprehensive promotion and use of products, there are still some specific difficulties and problems:

However, the social awareness of the query platform and channels is not high, and there is no convenient and direct query platform for information such as Huayou's traffic violations, housing provident fund and gas consumption.
