Green mines are mines whose development and utilization of mineral resources are coordinated with economic and social development and ecological environment protection, and should meet the relevant standards and requirements of resource conservation and intensive utilization, scientific mining methods, enterprise management norms, environmental protection of production technology and ecological closed pit mines. Generally speaking, the construction of green mines should follow the concept of scientific and technological progress, improve production technology, and constantly improve the level of resource utilization and environmental protection. In 2008, China Mining Association, in conjunction with relevant enterprises and associations, initiated and formulated the Convention on Green Mines, which was affirmed and supported by mining enterprises. Enterprises are the main body of green mine construction, and the government and associations play more guiding and promoting roles. Therefore, the support of enterprises shows that the time is ripe to vigorously promote green mines nationwide. To sum up, some areas have accumulated some experience in the practice of green mine construction. Mining enterprises widely support and actively respond to the construction of green mines, and the association helps to promote it. The construction of green mines has become the knowledge of all walks of life, and the conditions for promoting the construction of green mines at the national level have been met. Therefore, the "Planning" regards the construction of green mines as one of the important goals, which meets the needs of mining development. The plan is a measure to promote the construction of green mines, and defines the requirements of mine construction from the aspects of resource utilization efficiency, mine geological environment protection and land reclamation in mining areas. Under the guidance of "Planning", the government strictly standardized management, actively guided and actively served, enterprises operated mines according to laws and regulations, and actively innovated, thus achieving the goal of green mine construction.
