Regulations of Hainan Tibetan Autonomous Prefecture on the Administration of City Appearance and Environmental Sanitation (202 1 Revision)

Chapter I General Provisions Article 1 In order to strengthen the management of city appearance and environmental sanitation in cities and towns and create a clean, beautiful and ecologically livable working and living environment in cities and towns, these Regulations are formulated in accordance with the Regulations of the State Council on the Administration of City Appearance and Environmental Sanitation and relevant laws and regulations, and in combination with the actual situation of Autonomous Prefecture. Article 2 These Regulations shall apply to the urban built-up areas where the people's governments of counties and towns are located within the administrative area of Autonomous Prefecture, as well as the city appearance and environmental sanitation management activities in other areas where urbanization management is implemented.

The built-up area of the town where the Township People's Government is located may be implemented with reference to these regulations. Article 3 The management of urban city appearance and environmental sanitation shall adhere to the principles of unified leadership, regional responsibility, public participation, social supervision, the combination of professional management and mass management, and the combination of education and punishment. Article 4 The state and county people's governments shall incorporate the city appearance and environmental sanitation into the national economic and social development plan and the special plan for urban construction, establish and improve the diversified investment mechanism based on public finance, and ensure the needs of the development of city appearance and environmental sanitation. Article 5 The administrative department of city appearance and environmental sanitation of the people's governments of cities and counties shall be responsible for the management of city appearance and environmental sanitation of towns within their respective administrative areas.

Development and reform, finance, market supervision, transportation, health, ecological environment, natural resources, forestry and grassland, agriculture and animal husbandry, water conservancy, civil affairs, culture and sports tourism, radio and television, human resources and social security, religious affairs, public security, education and other departments. The people's governments at the state and county levels shall be responsible for the management of city appearance and environmental sanitation according to their respective responsibilities.

The Town People's Government is responsible for the specific work of city appearance and environmental sanitation management within its administrative area.

The village (neighborhood) committee shall assist the local people's government to carry out the specific work of city appearance and environmental sanitation management. Article 6 All units and individuals have the right to enjoy a clean and beautiful city appearance and environmental sanitation in cities and towns, and have the obligation to maintain the city appearance and environmental sanitation and take care of public environmental sanitation facilities; Have the right to discourage and report acts that damage or destroy the city appearance and environmental sanitation of cities and towns.

All units and individuals shall respect the work of city appearance and environmental sanitation workers, and shall not hinder or obstruct them from performing their official duties. Seventh state and county people's governments shall encourage and support the technological innovation of city appearance and environmental sanitation, and popularize the application of advanced technology and experience of city appearance and environmental sanitation. Incorporate city appearance and environmental sanitation into the smart town management system, build a digital management platform, implement digitalization and informatization of city appearance and environmental sanitation management, and improve the intelligent and refined management level of city appearance and environmental sanitation in cities and towns. Article 8 State and county people's governments shall encourage citizens, legal persons or other organizations to invest in the construction of urban appearance and environmental sanitation infrastructure, engage in environmental sanitation services, protect the legitimate rights and interests of investors according to law, and promote the marketization of urban appearance and environmental sanitation services.

Encourage villagers (residents), volunteers and non-profit organizations to participate in the management of city appearance and environmental sanitation; Advocate the village (neighborhood) committee to formulate the Convention on the Maintenance of Urban Appearance and Environmental Sanitation, and * * * build * * * governance * * * to enjoy the urban sanitation environment. Article 9 The people's governments of prefectures, counties and towns shall strengthen publicity and education on scientific knowledge of city appearance and environmental sanitation and laws and regulations, and mass organizations, enterprises, institutions and social organizations shall, in light of their respective work, carry out publicity on scientific knowledge of city appearance and environmental sanitation, enhance citizens' awareness of maintaining city appearance and environmental sanitation, and improve citizens' moral level.

Radio, television, newspapers, internet and other media should strengthen the publicity of city appearance and environmental sanitation. Tenth state and county people's governments shall commend and reward the units and individuals that have made remarkable achievements in the work of city appearance and environmental sanitation. Chapter II System of Area of Responsibility for City Appearance and Environmental Sanitation Article 11 The system of area of responsibility shall be implemented in the management of city appearance and environmental sanitation in cities and towns.

City appearance and environmental sanitation responsibility area refers to the land use right and management scope of buildings, structures, facilities and places owned, used or managed by units and individuals. Twelfth county people's government administrative department of city appearance and environmental sanitation is responsible for the delineation of the city appearance and environmental sanitation responsibility area of the town where the county people's government is located. Other town people's governments are responsible for delineating the scope of the city appearance and environmental sanitation responsibility area within their respective administrative areas.

After the delineation of the area of responsibility for city appearance and environmental sanitation, it shall be publicized to the public and accept social supervision. Thirteenth city appearance and environmental sanitation responsibility area responsible units determined in accordance with the following provisions:

(a) the responsible unit shall arrange full-time and part-time responsible persons to be responsible for the specific work of city appearance and environmental sanitation in this area of responsibility;

(two) the area of responsibility within and around organs, organizations, schools, military units, hospitals, places of worship, enterprises and institutions shall be the responsibility of this unit;

(three) residential areas, villages in the city, by the property services companies; Without the implementation of property management, the owners' committee or the village (neighborhood) committee is responsible for;

(four) commodity trading markets, exhibitions and other places by the management unit, the organizer is responsible for; Shopping malls, hotels, restaurants, commercial stalls, shops and other places are the responsibility of the operators, and if there is no management unit or operator, the owners are responsible;

(5) Urban roads, sidewalks, bridges and culverts, street lamps, guardrails, road signs and other public areas and municipal facilities. The county people's government is responsible for its domicile, and the town people's government is responsible for its domicile;

(six) bus stops, bus stops, parking lots, parks, squares, scenic spots, culture, sports, entertainment and other public places, by the management unit;

(seven) electric power, communications, cable television, traffic lights, postal services, water supply and drainage, gas supply, heating and other public facilities and overhead pipelines, newsstands, telephone booths, bus shelters, outdoor advertising and other facilities and overhead pipelines, by the property owners and management units responsible for;

(eight) urban scenic woodland, street trees and trunk road green belts, flower beds along the street, hedges, lawns and public green spaces, by the urban greening management unit;

(nine) the management unit is responsible for the public waters and coastal protection of rivers and ditches;

(ten) public toilets, septic tanks, septic tanks, garbage transfer stations and other environmental sanitation facilities, by the management or operation unit is responsible for;

(eleven) the construction site, the construction unit is responsible for; The construction unit shall be responsible for the construction site to be built; The collection and demolition site shall be the responsibility of the collection and demolition unit;

(twelve) the environmental sanitation of the urban-rural fringe is responsible for the departments designated by the county people's government and the town people's government.
