Measures of Fujian Province for the Administration of Organ Affairs

Chapter I General Provisions Article 1 In order to strengthen the administration of government affairs in this province, standardize government affairs, ensure the normal operation of government organs, reduce the operating costs of government organs, and build energy-saving government organs, these measures are formulated in accordance with the Regulations of the State Council on Administration of Government Affairs and other relevant laws and regulations, combined with the actual situation of this province. Article 2 These Measures shall apply to the management activities of the organs that use financial funds at all levels in this province (hereinafter referred to as organs). Article 3 Government affairs shall follow the principles of safeguarding official duties, practicing economy, being unified and centralized, being pragmatic and efficient, and being open and transparent. Fourth people's governments at or above the county level shall promote the unified management of the affairs of the organs at the same level, establish and improve the management system and norms, and make overall arrangements for resources.

All organs shall centrally manage the work of their own organs' affairs, and implement the management system and standards of their affairs. Article 5 People's governments at all levels shall, in accordance with the relevant provisions on the disclosure of government information, establish and improve the system of making public the operating funds of government organs, and regularly publish the budgets and final accounts of the operating funds of government organs, such as official reception fees, purchase and operation fees of official vehicles, and expenses for going abroad on business. Article 6 People's governments at all levels shall actively promote the socialization reform of logistics services, official vehicles and official reception services, establish and improve relevant management systems, reduce operating costs and improve the level of security. Chapter II Institutional Responsibilities Article 7 The people's governments at or above the county level shall determine the competent departments of government affairs, uniformly manage the work of government affairs at the corresponding level and guide the work of government affairs at lower levels. Eighth provincial administrative departments shall undertake the following duties in government management:

(a) responsible for the province's government policy research and work guidance;

(two) responsible for the formulation of provincial organs management system and standards;

(three) responsible for promoting, guiding, coordinating and supervising the energy-saving work of public institutions in the province;

(four) to be responsible for the management of special funds for office building construction, automobile renewal, house repair and energy conservation of public institutions;

(five) responsible for the management of state-owned assets of provincial units in accordance with the division of responsibilities;

(six) responsible for the land and real estate management of provincial units;

(seven) responsible for the management of official vehicles of provincial units (excluding law enforcement duty vehicles);

(eight) responsible for the housing security and housing system reform of provincial units;

(nine) in accordance with the division of responsibilities, responsible for the work of the provincial organs of security, patriotic health, environmental greening and other comprehensive affairs;

(ten) other administrative organs as prescribed by the provincial government. Article 9 The departments of development and reform, finance, auditing and supervision of the people's governments at or above the county level and the competent government departments shall, in accordance with the division of responsibilities and in accordance with the provisions of relevant laws and regulations, strengthen supervision and inspection of the management of government operating funds, assets and services. Chapter III Management of Funds Article 10 The administrative department of organ affairs at or above the county level shall, according to the basic needs of the operation of organs and in combination with the actual management of organ affairs, formulate and timely adjust the physical quota and service standards.

The financial department of the people's government at or above the county level shall, according to the physical quota and service standards, refer to the market prices of related commodities and services, organize the formulation and timely adjustment of the budget expenditure quota standards and related expenditure standards for the operating funds of the organs. Eleventh organs should strengthen the management of budget preparation, and bring the departmental budget revenue and other income obtained by the department and its subordinate budget units into the comprehensive budget management of the department.

All organs should follow the principle that there is a budget before there is expenditure, strictly implement the budget, and it is strictly forbidden to exceed the budget or have no budgetary expenditure, and it is strictly forbidden to falsify expenditure, transfer or take budgetary funds. Article 12 All organs shall, according to their work needs and operating budgets, formulate expenditure plans for official reception, purchase and operation of official vehicles and going abroad (territory) on business, and shall not misappropriate other budgetary funds for official reception, purchase and operation of official vehicles or going abroad (territory) on business, and shall not apportion or transfer relevant expenses to any unit or individual. Article 13 The administrative departments of organs at or above the county level shall, in accordance with the provisions, organize and implement the construction, maintenance and renovation of office buildings, renewal of official vehicles, logistics services and other affairs of organs at the same level, and the required funds shall be arranged by the finance at the same level in accordance with the provisions on budget management. Article 14 All organs shall, in accordance with the laws, regulations and provisions on government procurement, purchase the goods and services required for their operation; If bidding is needed, the laws, regulations and provisions on bidding shall be observed.

All organs shall purchase affordable goods, and shall not purchase luxury goods, super-standard services or purchase luxury office buildings.

The procurement of projects listed in the centralized procurement catalogue of government centralized procurement institutions by various organs shall not be carried out by themselves or broken into parts to avoid centralized government procurement. Fifteenth people's governments at or above the county level shall establish and improve the statistical report and performance management system of the operating expenses of organs, and organize the statistics, analysis and evaluation of the operating expenses of organs. Chapter IV Asset Management Article 16 Government administrative organs at or above the county level shall, in accordance with the division of responsibilities, formulate and organize the implementation of specific systems for government asset management, and accept the guidance and supervision of relevant departments such as finance at the same level.
