Regulations on Grassland Ecological Protection in Hebukesaier Mongolian Autonomous County

Article 1 In order to protect, construct and rationally utilize grasslands according to law, prevent grassland ecological degradation, and develop modern animal husbandry, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Regional Ethnic Autonomy, the Law of People's Republic of China (PRC) on Grassland and other relevant laws and regulations, and in combination with the actual situation of the Mongolian Autonomous County of Hoboksar (hereinafter referred to as the Autonomous County). Second units and individuals engaged in grassland planning, protection, construction, utilization and management activities within the administrative area of Autonomous County shall abide by these regulations.

The county belongs to the grassland across administrative regions, which shall be handled in accordance with the relevant provisions of the state and the autonomous region. Article 3 Autonomous counties implement the policy of scientific planning, comprehensive protection, key construction and rational utilization of grasslands, focus on improving the industrialization level of animal husbandry and developing modern animal husbandry, take comprehensive measures to vigorously develop animal husbandry in agricultural areas and suburbs, transform traditional animal husbandry, promote the transformation of the growth mode of animal husbandry benefits, and realize the sustainable utilization of grasslands and the coordinated development of ecology, economy and society. Fourth Autonomous County People's Government shall strengthen the leadership of grassland ecological protection, grassland ecological protection, construction and utilization into the national economic and social development plan, implement the target management responsibility system, and give financial support. Article 5 Autonomous counties shall, according to the actual situation of grassland ecological protection, implement the system of balancing grass and livestock, forbidding grazing, stopping grazing and rotating grazing, actively promote house feeding, fencing and herdsmen's settlement, comprehensively control degraded grassland, desertification, soil erosion, rodents and pests, restore vegetation and improve grassland ecological functions.

Encourage units and individuals to build new improved varieties and high-yield forage bases and implement artificial forage industrialization; Encourage units and individuals that contract the use of grasslands to take measures such as eliminating poisonous weeds, controlling rodents, fencing and irrigation to reclaim grasslands; Encourage rural (town, field) herdsmen with good water and soil conditions to give priority to standardized settlement. For townships (towns, farms) with poor water and soil conditions, the standardized settlement of herders will be realized by means of relocation in different places in a planned way. Article 6 The Autonomous County People's Government shall be responsible for organizing the implementation of these Regulations.

Autonomous County People's government grassland administrative departments and water conservancy, land resources, environmental protection, forestry, transportation, tourism and other departments in accordance with their respective responsibilities, * * * do a good job in grassland ecological protection.

Grassland supervision institutions under the grassland administrative department of Autonomous County People's Government shall be responsible for the specific work of grassland ecological protection in accordance with their duties. Article 7 Autonomous County People's governments at all levels shall strengthen the construction of grassland ecological protection infrastructure, focus on the transformation from traditional animal husbandry to modern animal husbandry, do a good job in the construction of market-oriented service system focusing on grassland protection and improvement system, livestock and poultry variety improvement and breeding system, animal epidemic prevention system and animal product safety and quality inspection system, and actively guide herders to adopt scientific production and management methods to provide good services for herders. Eighth autonomous county grassland administrative departments shall establish grassland resources and ecological monitoring system, timely grasp and release information on the growth, utilization and degradation of grassland vegetation, and provide scientific basis for the formulation of grassland ecological protection measures. Article 9 The grassland administrative department of the Autonomous County People's Government shall strengthen the publicity and education of grassland ecological protection, popularize the knowledge of grassland ecological protection, support, encourage and guide grassland contractors to carry out artificial grass planting, reserve forage and feed, carry out captive breeding, improve livestock varieties, speed up livestock turnover, reduce grassland pressure, change traditional production and operation methods, and improve the comprehensive benefits of animal husbandry. Article 10 The grassland administrative department of the Autonomous County People's Government may, according to the specific stocking standards for different grassland types formulated by the state and the autonomous region, and in combination with the actual situation of grassland production and grassland contractors, formulate stocking standards for grasslands in four seasons. Article 11 The grassland administrative department of the Autonomous County People's Government shall fully listen to the opinions of grassland users or contractors when formulating the standards of grassland carrying capacity, and organize experts to demonstrate and ensure the scientificity and rationality of the work of verifying the standards of grassland carrying capacity. Article 12 The grassland administrative department of the Autonomous County People's Government may, according to the actual needs of grassland ecological protection and construction, sign a letter of responsibility for the balance of grass and livestock with the grassland contractor, and the contents and management measures of the letter of responsibility for the balance of grass and livestock shall be implemented in accordance with the relevant provisions of the state and the autonomous region. Article 13 Reclamation of grasslands is prohibited. Reclaimed grassland, in any of the following circumstances, should be a deadline for returning farmland and restoring vegetation:

(1) Causing desertification, alkalization, degradation or soil erosion after reclamation;

(two) do not have stable irrigation conditions;

(three) the soil and soil are not suitable for planting;

(four) the slope is greater than 25 degrees;

(five) after two years of reclamation, it has not been used for wasteland;

(six) other should return farmland to restore vegetation. Fourteenth units and individuals with the right to use grasslands shall control the number of grazing according to the approved stocking capacity; For overloaded livestock, measures such as grassland improvement, construction and forage reserve should be actively taken to gradually realize the dynamic balance of grass and livestock. The implementation of grazing prohibition and returning grazing to grassland shall be subsidized in accordance with the relevant provisions of the state and the autonomous region.

Those who engage in industrial exploitation on grasslands shall use grasslands in strict accordance with the relevant state regulations and approved purposes and scope, and bear the responsibility for restoring grassland vegetation damage according to law.

Units and individuals without the right to use grasslands shall not occupy grasslands.
