PPP mode, also known as public-private-partnership mode, is the abbreviation of Public-Private-Partnership. It originated from the British "public-private partnership" financing mechanism. It refers to a partnership between the government and private organizations based on franchise agreements, in order to jointly build urban infrastructure projects or provide some public-private joint-venture goods and services, and to clarify the rights and interests of both parties through signing contracts.
