Regulations on Ethnic Education in the Ningxia Hui Autonomous Region

Article 1 In order to safeguard and develop the cause of national education, in accordance with the Law of the People's Republic of China on Regional Ethnic Autonomy, the Law of the People's Republic of China on Education, and relevant laws and administrative regulations, and in the light of the actual situation of the autonomous region, the formulation of these regulations. Article 2 The national education referred to in these regulations refers to all levels and types of education, mainly school education, for Hui and other minority citizens within the administrative area of the Autonomous Region. Article 3 national education is an integral part of the national education program and an important part of national work. The development of national education must carry out the relevant laws and regulations and adhere to the principle of combining the national education policy with the national policy. Article 4 The development of national education must adhere to the principle of separating education from religion, and no organization or individual may use religion to carry out activities that impede the national education system, or to hinder the education and teaching work of national schools. Article 5 The people's governments at all levels shall adhere to the principle of prioritizing development and focusing support, and shall take special measures to promote the development of national education. Article 6 The administrative departments of education of the people's governments at all levels shall be in charge of national education in their own administrative areas.

The administrative departments of education of the people's governments at or above the county level shall, in accordance with the actual situation of the locality, set up working organizations for ethnic education or equip them with full-time staff to be responsible for ethnic education.

The education supervision departments of the people's governments at all levels shall strengthen the supervision of ethnic education.

The people's governments at all levels of ethnic affairs, finance, personnel and other administrative departments, in accordance with their respective division of responsibilities, in cooperation with the administrative departments of education to do a good job in ethnic education. Article 7 Hui areas at all levels and types of schools, should strengthen school management, the use of flexible and diverse ways, the full implementation of quality education, improve the quality and level of ethnic education. Article 8 The people's governments of cities, counties, municipal districts, townships and towns inhabited by Muslims shall actively create conditions for the gradual popularization of nine-year compulsory education. In areas where nine-year compulsory education has already been universalized, various forms of high school and secondary vocational and technical education shall be developed. Article 9 The parents or other guardians of minority-age children and teenagers must, in accordance with the law, ensure that their children or wards receive compulsory education.

People's governments at all levels shall, in accordance with law, guarantee the right of minority-age children and teenagers to receive compulsory education. Article 10 The people's governments at or above the county level shall establish Hui middle schools and elementary school according to the proportion of Hui students among the students. The establishment of Hui elementary school shall be approved by the people's governments at the county level; the establishment of Hui middle schools shall be approved by the people's governments of the cities in the districts where they are located. The establishment of Hui middle schools, elementary school, should be reported to the autonomous region for the record of the administrative department of education.

The establishment of Hui people secondary schools, elementary school, should be integrated planning, rational layout, to facilitate children and teenagers near school.

Muslim secondary schools can enroll Hui students across the school district. County-level Hui people's secondary schools should be oriented to the administrative region of merit-based enrollment. Article 11 The people's governments at or above the county level in the economic difficulties, living in scattered Hui areas, the establishment of boarding-based and grant-based public Hui secondary schools and elementary school for Hui people. Hui and other minority students in boarding Hui secondary and elementary school are entitled to scholarships in accordance with the relevant provisions of the Autonomous Region. The scholarships must be paid in full and on time.

The boarding system of Hui middle schools and elementary school should be Hui and other ethnic minorities in special need of students to reduce or waive miscellaneous fees, books and fees. The required funds shall be resolved by the autonomous region's finance. Article 12 The people's governments at all levels shall strengthen the construction of Hui middle schools and elementary school, so that the construction of school buildings, teaching equipment, teacher level, funding arrangements, etc., higher than the autonomous region of similar schools, and gradually realize the modernization of the conditions of schooling.

The people's government of the autonomous region has approved the establishment of the boarding system of Hui people's secondary schools, should gradually reach the level of the autonomous region's key secondary schools. Article 13 Hui secondary schools and elementary school should pay attention to the Hui excellent cultural and traditional education, the opening of general knowledge of ethnic policy courses, national culture and art and traditional sports and other activities to enhance students' knowledge and understanding of ethnic minorities. Article 14 Ethnic high schools and classes organized by model ordinary high schools and key high schools of the Autonomous Region, which focus on preparatory education for higher education, may enroll students on the basis of merit in areas inhabited by Muslims. Article 15 The people's governments of cities, counties and municipal districts may take such measures as lowering the number of grades and subsidizing poor students, as well as issuing block quotas, to increase the proportion of Hui students going from junior high school to the senior high school stage of education, so as to bring it gradually into line with the proportion of the local Hui population. Article 16 Hui and other ethnic minority candidates who take part in the enrollment examinations for general colleges and universities, adult colleges and universities, colleges of higher vocational technology, specialized secondary schools and specialized secondary schools for adults shall be entitled to the care of the State and the autonomous region in lowering the number of points for admission. The proportion of Hui students admitted to colleges and universities shall be gradually increased so that the proportion of Hui candidates admitted approaches the proportion of the Hui population in the region. Article 17 The autonomous regions shall take effective measures to develop ethnic preparatory education in institutions of higher education, increase investment, and gradually improve the conditions and level of operation of ethnic preparatory departments and classes. The enrollment scale of the nationalities preparatory department and class shall be gradually expanded with the expansion of the enrollment scale of higher education institutions in the autonomous region.

The autonomous region of the general institutions of higher education, ethnic preparatory department, class of students, can participate in the year of the unified examination for admission to colleges and universities, failed to enter institutions of higher learning outside the autonomous region, by the autonomous region of the institutions of higher learning admitted. Article 18 The autonomous region teacher training colleges and universities and relevant institutions of higher learning teacher training programs, should be in the Hui people inhabited areas of the quota directed enrollment.

In the case of directional enrollment, female candidates shall be given priority in enrollment under the same conditions.

Upon graduation, the students shall be assigned to teaching in the areas where they are oriented, and the provisions of the autonomous regions regarding the service period of teachers shall be implemented.
