Measures of Chongqing Municipality for the Administration of Road Transport Drivers Chapter II Qualification Management

Sixth road transport drivers should implement the qualification examination system according to law.

Road transport drivers can only engage in corresponding road transport driving activities after obtaining the qualification certificate.

Seventh men over 60 years of age, women over 55 years of age, and obtain the corresponding motor vehicle driver's license, you can apply to participate in the road freight transport business driver qualification examination.

Those who apply to take the qualification examination for drivers of road passenger transport, bus passenger transport and taxi passenger transport shall obtain the corresponding motor vehicle driver's license 1 year or more, and have no major traffic accidents within 3 years.

To apply for taking the qualification examination for drivers of road transport of dangerous goods, in addition to meeting the conditions specified in the first paragraph, one should also obtain the qualification certificate for drivers of road transport of dangerous goods or road passenger transport, bus passenger transport and taxi passenger transport for more than 2 years, have no major traffic accidents within 3 years, and have received training on relevant knowledge of dangerous goods.

Article 8 The municipal traffic administrative department may entrust the road transport management institution to organize the implementation of the qualification examination for road dangerous goods transport drivers.

The qualification examination for drivers engaged in road passenger transport, bus passenger transport, taxi passenger transport and road freight transport in the main city shall be organized and implemented by the municipal road transport management institution.

The taxi driver qualification examination outside the main city is organized by the road transport management institution of the county (autonomous county).

The road transport management institution shall announce the examination scope, time, place and application materials 60 days in advance.

Article 9 Anyone who practices fraud in the qualification examination will be disqualified from this examination, and the examination results will be invalid.

Article 10 The validity period of each subject of the qualification examination is 1 year, and it will be invalid upon expiration.

Eleventh road transport management institutions shall publish the examination results within 10 working days after the end of the examination; Those who pass the examination will be issued with corresponding qualification certificates within 10 working days from the date of publication of the examination results.

Twelfth road transport operators should check the qualification certificate of the hired road transport drivers, and hold the qualification certificate stamped with the seal of the unit to the road transport management institution of the county (autonomous county) where they are registered for practice.

Drivers who have obtained the qualification certificate of road transport drivers but are not engaged in road transport business driving shall wait for the record at the road transport management institution of the domicile or the county (autonomous county) where they live.

Where the labor relationship is changed, dissolved or terminated, the road transport operator or road transport driver shall inform the original filing organ and re-file for practice or waiting for work in accordance with the provisions of the first and second paragraphs of this article.

Thirteenth road transport driver qualification certificate is valid for 6 years, need to continue to engage in road transport business driving. Road transport drivers shall go through the replacement formalities at the original issuing authority 30 days before the expiration of the qualification certificate.

If the road transport driver's qualification certificate is lost or damaged, it shall be reissued to the original issuing authority.

Fourteenth drivers of road dangerous goods transport enterprises, road passenger transport enterprises, bus passenger transport enterprises and taxi passenger transport enterprises shall not take the qualification examination within 5 years from the date of revocation of their qualification certificates.

Fifteenth road transport drivers in any of the following circumstances, the issuing authority shall cancel the qualification certificate:

(a) The holder is dead or incapacitated;

(2) The holder applies for cancellation;

(3) Men over 60 years old and women over 55 years old;

(four) the qualification certificate is revoked or revoked;

(five) more than 180 days after the validity of the qualification certificate;

(6) The motor vehicle driving license is cancelled or revoked.

The issuing authority shall recover the cancelled qualification certificate; If it cannot be recovered, the qualification certificate will automatically become invalid and will be announced by the issuing authority.

Sixteenth road transport drivers in any of the following circumstances, should participate in continuing education and training or examination, and by the issuing authority in the qualification certificate:

(a) once every 3 years after obtaining the qualification certificate;

(two) the implementation of the new road transport laws, regulations and rules;

(three) other circumstances stipulated by the municipal administrative department of transportation.

Drivers who have obtained the qualification certificate for more than 3 years and are not engaged in road transport business driving shall participate in continuing education, training and examination before engaging in road transport driving.
