Regulations of Taizhou Municipality on the Protection of Famous Historical and Cultural Cities and Towns

Chapter I General Provisions Article 1 In order to strengthen the protection of historical and cultural cities and towns, inherit and carry forward excellent traditional culture, in accordance with the People's Republic of China (PRC) Urban and Rural Planning Law, the People's Republic of China (PRC) Cultural Relics Protection Law, the the State Council Historical and Cultural Cities and Towns Protection Ordinance and the Jiangsu Historical and Cultural Cities and Towns Protection Ordinance, combined with the actual situation of this Municipality. Article 2 These Regulations shall apply to the planning, protection, management and utilization of historical and cultural cities and towns within the administrative area of this Municipality.

The protection objects of historical and cultural cities and towns include historical urban areas, historical and cultural blocks, historical and cultural towns, traditional villages, historical lots, historical rivers, cultural relics protection units, registered immovable cultural relics, historical buildings, traditional houses in Taizhou, ancient and famous trees, historical place names, industrial heritage, traditional industries, intangible cultural heritage and other protection objects stipulated by laws and regulations.

The protection of cultural relics protection units, registered immovable cultural relics, ancient and famous trees, historical place names and intangible cultural heritage, etc., if there are other provisions in laws and regulations, such provisions shall prevail. Article 3 The protection of historical and cultural cities and towns shall follow the principles of overall planning, strict protection, scientific management and rational utilization, maintain the authenticity and integrity of historical and cultural heritage, and correctly handle the relationship between urban and rural economic and social development and historical and cultural heritage protection. Article 4 The municipal and county-level city (district) people's governments shall lead and coordinate the protection of historical and cultural cities and towns within their respective administrative areas, and incorporate the protection into the national economic and social development plan.

The town people's government is responsible for the protection of famous historical and cultural towns within its jurisdiction. Sub-district offices shall perform their duties related to the protection of historical and cultural cities according to law.

Village (neighborhood) committees help protect famous historical and cultural cities and towns. Article 5 The Municipal People's Government shall set up a working committee for the protection of historical and cultural cities and towns, which shall be responsible for deliberating, coordinating and guiding major issues in the protection of historical and cultural cities and towns.

The Working Committee for the Protection of Historical and Cultural Cities and Towns shall set up an expert committee to provide policy advice, technical guidance and protection management countermeasures and suggestions for the protection of historical and cultural cities and towns.

County-level city (District) people's governments where famous historical and cultural cities and towns are located shall, in light of local conditions, establish corresponding deliberation and coordination mechanisms for protection work; Conditional can establish a professional historical and cultural city and town protection team. Article 6 The competent department of urban and rural planning of the city and county shall be responsible for the organization, supervision and management of the protection planning of historical and cultural cities, historical and cultural blocks, historical towns, historical sites and historic buildings, the identification of historical buildings and traditional houses in Taizhou, and the construction of historical and cultural geographic information management systems.

City, county-level city (District) cultural (cultural relics) department is responsible for the protection, supervision and management of cultural relics protection units, registered immovable cultural relics and intangible cultural heritage within the protection scope of historical and cultural cities and towns.

City, county-level city (district) housing and urban-rural construction departments are responsible for the organization and construction of infrastructure within the protection scope of historical and cultural cities and towns, the supervision and management of the safety of historical buildings and traditional houses in Taizhou, and the supervision and management of the protection and development of traditional villages.

Development and reform, finance, land and resources, public security, urban management, transportation, water conservancy, environmental protection, civil affairs, education, tourism, ethnic and religious, landscape, forestry, fire protection and other departments. Should be in accordance with their respective responsibilities, do a good job in the protection of historical and cultural towns. Article 7 The municipal and county-level city (district) people's governments shall arrange special protection funds for historical and cultural cities and towns, and ensure the work of general survey, emergency rescue, planning, repair subsidies, academic research and awards for the protection of historical and cultural cities and towns. Article 8 All units and individuals have the obligation to protect famous historical and cultural cities and towns according to law, and have the right to report, accuse and stop acts of destroying or damaging famous historical and cultural cities and towns.

Units and individuals that have made outstanding contributions to the protection of historical and cultural cities and towns shall be commended and rewarded by the people's governments of cities and counties (districts). Chapter II List of Protection Article 9 Municipal and county-level municipal people's governments shall establish a list system for the protection of famous historical and cultural cities and towns.

The protection list shall specify the name, location, formation time, historical value, cultural value, artistic value and scientific value of the protected object, and shall be made public. Tenth protected objects and immovable cultural relics approved and registered by the people's governments of the State Council and provinces, cities and counties are directly included in the protection list. Other protected objects shall be submitted to the people's government at the same level for approval and included in the protection list after being consulted by the competent department of urban and rural planning in conjunction with the competent department of culture (cultural relics).

The competent department of urban and rural planning shall, jointly with the competent department of culture (cultural relics), carry out a general survey of historical and cultural resources, and find cultural relics with protection value, and shall promptly put forward opinions on their inclusion in the protection list.

Any unit or individual may propose to the competent department of urban and rural planning that the historical and cultural heritage with protection value be included in the protection list. Eleventh the following protected objects shall be included in the protection list of historical and cultural cities and towns:

(a) Taizhou, Xinghua and other historical and cultural cities;

(2) Historical and cultural blocks such as the city center in Hailing District, Wuxiang-Han Xi Street, Han Dong Street, Yuhang Water Village, Lushuyuan in Qintong Town, Jiangyan District, and the historical and cultural blocks such as the east gate and north gate of Xinghua City and the east and west of Taixing Huangqiao Town;

(three) Qintong, Shagou, Huangqiao and other famous historical and cultural towns;

(4) traditional villages;

(5) Historical sites such as Zhonglou Lane, Baziqiao West Street, Beishansi Street, gaogang district Qingyuan Street, Jiangyan North Street and Xinghua West Gate in Hailing District;

(six) cultural relics protection units and registered immovable cultural relics;

(seven) historical buildings, Taizhou traditional houses and modern industrial heritage;

(8) Historical place names and commercial time-honored brands;

(9) Historical environmental factors such as historical rivers, ancient moats, ancient canals, ancient bridges, ancient wells, ancient cultural sites, ancient stone carvings, ancient and famous trees;

(10) Intangible cultural heritages such as traditional drama, folk art, traditional skills and traditional folk customs and traditional industries with local characteristics;

(eleven) other protected objects approved by the people's governments of the State Council and the provinces, cities and counties.
