In accordance with the idea of undiminished total amount, stock adjustment, key protection points and overall consideration, the subsidy funds are used for fishermen's ship reduction and production conversion, fishery equipment and infrastructure construction, and production cost subsidies for fishing boats. In particular, it has achieved remarkable economic, social and ecological benefits in stabilizing the society of fishing areas, increasing the income of fishermen, protecting the ecological resources of water areas and promoting the transformation and upgrading of fisheries. In order to further promote the high-quality development of fishery, improve the level of fishery modernization and build a new pattern of fishery development, we will continue to implement relevant supporting policies for fishery development during the 14 th Five-Year Plan period. With the consent of the State Council, the relevant matters are hereby notified as follows:

First, the necessity of policy implementation

(1) The urgent need to promote the high-quality development of fishery and solve the difficult problems of fishery development. In the new era, China's fishery development must implement the new development concept, build a new development pattern, take high-quality development as the theme, persist in deepening reform, and promote high-quality and efficient fisheries, livable fishing areas and enrich fishermen. At present, the problems faced by China's fishery development are mainly manifested in the imbalance of quantity, scale, quality and benefit, and the lack of development. It is urgent to give full play to the guiding role of the government and continue to optimize and adjust the relevant supporting policies for fishery development.

(2) It is urgent to optimize the structure of fishery industry and realize the transformation and upgrading of fishery. For a long time, there are many fishing boats in China's offshore fishing, and the fishing intensity is high, which has affected the sustainable development of marine fishing industry. At the same time, the foundation for the high-quality development of aquaculture is still not stable, and it is not enough to create jobs that can accommodate fishermen to change jobs. In order to reduce the intensity of offshore fishing, protect marine fishery resources, promote the development of aquaculture, aquatic product processing industry and other industries, promote the optimization of fishery industrial structure, and realize the transformation and upgrading of fishery, it is urgent to further optimize and improve fishery development support policies.

(3) The urgent need to conform to the trend of international fishery subsidies and strengthen fishery foreign cooperation. In recent years, the international community has paid close attention to fishery subsidies, and China firmly supports the multilateral trading system, which needs to conform to the general trend of the negotiation of fishery subsidies in the World Trade Organization and promote the high-quality and sustainable development of fisheries. At the same time, we must adhere to the systematic view, give full play to the unique advantages and characteristics of fisheries, continue to strengthen policies and measures for fishery development, actively implement the "Belt and Road Initiative" and strengthen foreign cooperation and exchanges.

Second, the general idea

(2) Working principle.

1. Overall stability, appropriate adjustment. Maintain policy continuity and stability, and strive to promote the high-quality development of fisheries. Focus on supporting the implementation of major policies and projects promulgated and planned by the state through fishery development subsidy funds; At the same time, other general transfer payments are used to implement the national fishery development policy and promote the completion of fishery development, reform and management in various regions.

2. Protect people's livelihood and save resources. Adhere to the people-centered development concept, conform to the trend of international fishery subsidies, cancel direct cost subsidies, change subsidy methods, and guide fishermen to save fishery resources. Encourage local governments to carry out employment training for fishermen who have reduced their ships and changed their production, and provide employment opportunities and jobs for fishermen.

3. Clear responsibilities and make steady progress. Implement the policy adjustment and the main responsibility, continue to implement the general transfer payment governor responsibility system, strengthen the provincial overall planning, and make good use of funds by the Provincial Department of Agriculture and Rural Affairs in conjunction with the financial department to make overall plans for key tasks such as fishery reform and development and social stability in fishing areas.

Third, the focus of support.

(a) the fishery development subsidy funds mainly support the key projects listed in the national plan and the upgrading of facilities and equipment to promote fishery safety production. First, support the construction of national marine pastures. Focus on supporting artificial reefs and supporting platforms in national marine pastures, repairing marine ecological environment and conserving marine fishery resources. The second is to support the construction of modern fishery equipment and facilities. Focus on supporting the renovation of offshore fishing boats, ocean-going fishing boats and other facilities and equipment, anti-pollution and fire fighting, life-saving guidance, production and life of fishing boats, support the construction of offshore aquaculture facilities and equipment such as deep-water cages and large-scale intelligent aquaculture equipment, and support the construction of facilities and equipment such as primary processing, refrigeration and preservation of aquatic products. The third is to support the construction of basic public facilities for fisheries. Focus on supporting the coastal fishing port economic zones listed in the national plan, update and maintain the public welfare infrastructure of fishing ports in the region, and support the construction of offshore fishing bases. The fourth is to support the development of green recycling of fisheries. Focus on supporting the standardized transformation of centralized contiguous inland aquaculture ponds and aquaculture tail water treatment, intelligent water quality monitoring and environmental control systems. The fifth is to support the investigation and conservation of fishery resources and the improvement of international performance. Focus on supporting ocean-going fishing boats that implement international conventions to conserve international fishery resources, guide the rational utilization of marine fishery resources, and support the investigation and monitoring of fishery resources.

(2) Other general transfer payments mainly support local governments to promote the high-quality development of regional fisheries as a whole. First, give subsidies for the conservation of fishery resources to ocean-going fishing boats that meet the requirements for the conservation of fishery resources, and strictly control the payment of subsidies; Subsidy standards are formulated and promulgated by the Ministry of Agriculture and Rural Affairs and the Ministry of Finance. Second, other expenditures for fishery development and management are co-ordinated by local governments. It is mainly used for offshore fishermen's ship reduction and production conversion, green development of aquaculture, equipment equipment and operation and maintenance of fishery law enforcement boats and docks, fishery informationization, processing and circulation of aquatic products, renovation of offshore fishing boats and on-board facilities, and conservation of fishery resources. , to implement the national fishery policy, to complete the relevant tasks and objectives.
