Measures of Jiangsu Province on Traffic Management of Sunan Canal

Chapter I General Provisions Article 1 In order to strengthen the traffic management of the Sunan Canal, ensure the smooth navigation channel and the safety of ships, and give full play to the role of the Sunan Canal in the national main navigation channel and economic construction, these measures are formulated in accordance with relevant laws and regulations and combined with the actual situation of the Sunan Canal. Article 2 The navigation channel of Sunan Canal refers to the navigable waters within the scope of Sunan Canal from Jianbikou, Zhenjiang City, through Changzhou City, Wuxi City and Suzhou City to Yaziba, Wujiang City, determined according to the legally approved navigation channel grade standard.

Units and individuals engaged in traffic-related activities in the South Jiangsu Canal waterway must abide by these measures.

Units and individuals engaged in river-related activities in the South Jiangsu Canal waterway must abide by the provisions of relevant laws and regulations on river management. Article 3 The transportation department of the provincial people's government is in charge of the traffic management of the Sunan Canal, and the transportation department of the people's government of a city or county (city) with districts along the Sunan Canal is in charge of the traffic management of the Sunan Canal within its jurisdiction. The waterway management, port supervision and transportation management institutions of the transportation department shall be specifically responsible for the waterway, traffic safety and transportation management of the Sunan Canal according to law.

The relevant departments of the provincial people's government and the local people's governments at all levels along the Sunan Canal shall, in accordance with the responsibilities stipulated by laws and regulations, do a good job in the relevant management of the Sunan Canal. Article 4 No unit or individual may damage the waterway, waterway facilities and traffic safety signs of Sunan Canal.

The department in charge of transportation shall strengthen the maintenance of the waterway, waterway facilities and traffic safety signs of the South Jiangsu Canal and the management of the traffic safety order and transportation market, investigate and deal with all kinds of traffic violations according to law, ensure that the facilities are in good condition, and realize the orderly transportation market, safe and smooth navigation and standardized beautification of the waterway. Chapter II Waterway Management Article 5 Where the planning and construction of towns along the Sunan Canal involves the Sunan Canal, it shall be coordinated with the waterway planning of the Sunan Canal.

The transportation department shall meet the requirements of flood control safety for the waterway regulation of the South Jiangsu Canal, and solicit the opinions of the water administrative department on the relevant design and scheme in advance. Article 6 The wharf, water intake and water outlet on the Sunan Canal shall meet the requirements of flood control and shipping, urban planning and other relevant technical specifications. Excavation structure shall be adopted for the wharf, and the specific standards shall be formulated separately by the Provincial Department of Transportation in conjunction with the provincial water administrative department.

It is forbidden to occupy anchorage to build docks. Article 7 No unit or individual may carry out loading and unloading operations on the waterway. If it is really necessary to temporarily occupy the waterway for loading and unloading operations, it shall be approved by the transportation department in advance. If it affects the safety of river diversion, drainage and dikes, it shall also be approved by the water administrative department, and the operation unit or individual shall take corresponding protective measures to ensure smooth navigation and drainage. Eighth buildings (structures) across the river shall meet the requirements of the technical standards for flood control, drainage, water conveyance and navigation of Sunan Canal. The clear width and clear height of buildings (structures) across the river shall not be less than 50m, and the top of piers shall be set above the highest navigable water level or below the designed river bottom elevation (if the actual river bottom elevation is lower than the designed river bottom elevation, it shall be calculated according to the actual river bottom elevation).

The navigable clear height of the river-crossing cable shall not be less than 16.5m plus the safe height of the cable, and the distance between the pole foundation and the river mouth line shall not be less than 15m. Article 9 Underwater cables, pipelines and other river-crossing facilities shall meet the requirements of Technical Specifications for the Construction of Waterways, Underwater Cables and Pipelines, and the buried depth at the top of the facilities shall be 2m lower than the designed river bottom elevation (if the actual river bottom elevation is lower than the designed river bottom elevation, it shall be calculated according to the actual river bottom elevation). Tenth river crossing facilities shall comply with the relevant norms and requirements, and the owners or operators of facilities shall set up signs and maintain them. Eleventh in the southern Jiangsu Canal waterway waters and the outer edge of the slope shoulder 10 meter range to prohibit the following acts:

(a) in the waterway waters set fishing gear, water storage field, parking station (area) to grow aquatic crops;

(2) Discharging and dumping industrial waste residue, urban garbage and other wastes and pollutants into water bodies, and cleaning vehicles, boats and containers containing oil or toxic and harmful pollutants in water bodies.

(three) unauthorized excavation of soil;

(four) transportation, alteration, damage or occlusion of AIDS to navigation and traffic safety signs;

(five) the use of trees, revetments, railings, traffic safety signs, navigation AIDS and navigation facilities on both sides of the channel to guide cables and anchor;

(six) other acts that affect or damage the waterway, waterway facilities and traffic safety signs. Twelfth South Jiangsu Canal banks should strengthen greening and beautification; In key areas such as towns, green belts, sightseeing belts or forestry demonstration areas should be built along the coast.

Where buildings, sites and other facilities owned or used by units and individuals near the river are unsightly and affect the beautification of the river environment, corresponding measures should be taken to remove, dismantle, repair, paint or lay light fences. Chapter III Traffic Safety Management Article 13 From June 5438+1 October12002, except for agricultural cement wire mesh boats and fishery cement wire mesh boats that are transported between agricultural materials, agricultural and sideline products and flood control and relief materials, it is forbidden to enter the Sunan Canal with the approval of the port and shipping supervision authorities.
