Citizens, enterprises, institutions, social organizations, etc. , you can apply to the administrative department of culture in the administrative region for the representative project of intangible cultural heritage, and the administrative department of culture that accepts it shall report it step by step; If the reporting subject is a non-reporting project inheritor (group), the reporting subject shall be authorized by the reporting project inheritor (group).

The provincial cultural administrative department shall summarize and screen the items declared by the representative of intangible cultural heritage within its administrative area, and submit the declaration to the office of the inter-ministerial joint meeting after being approved by the people's government at the same level; Units directly under the central government can directly report to the office of the inter-ministerial joint meeting.

The applicant shall submit the following information:

(a) application report: a brief description of the project name, the applicant, the purpose and significance of the application;

(2) Project declaration: a description of the history, present situation, value and endangered status of the declared project;

(3) Protection planning: explain the protection objectives, measures, steps and management mechanism in the next decade;

(four) other necessary materials to help explain the declared project.
