Since the reform and opening up, China's cultural industry has made great achievements, but it is also facing new problems, which are manifested in three "deficiencies":

First, there is a serious shortage of high-level management talents in the cultural industry, which is difficult to meet the needs of building a cultural power. Generally speaking, China's cultural talents have the characteristics of "four more and four fewer": there are more cultural professionals engaged in traditional cultural undertakings within the system, and fewer professional cultural talents outside the system to meet the actual needs of the market; There are more talents engaged in artistic career, but fewer people understand the management of cultural industry; There are many college graduates with literary and artistic professional qualities, but few people have both cultural professional qualities and understand industrial operation; There are many single professionals and few talents in the cultural industry.

Second, the reform of the cultural system has been further deepened, but the deep-seated problems have not yet been solved. During the "Eleventh Five-Year Plan" period, the cultural system reform has achieved initial results, but many key problems have not been solved, and more have not yet begun, mainly in the following aspects:

First, cultural legislation and system construction are relatively backward, and there is not enough research on regulations and institutional arrangements that play an important role in guiding, protecting and promoting the development of cultural resources and cultural industries. There are no unified norms, such as the cultural industry promotion law, the construction of professional markets for cultural elements, the access system, the access threshold, tax rebates and special tax and fee policies.

Second, the structural reform of major cultural ministries needs to be deepened. Although the new General Administration of Culture, Radio, Film and Television has been integrated in place, the two departments of the National Tourism and Sports Bureau are still separated from the cultural industry, which hinders the cultural industry from becoming bigger and stronger. Third, many state-owned cultural institutions are still operating as enterprises. We should effectively change the mechanism, optimize the allocation of resources, adjust the organizational structure, strive to separate business tasks from industrial obligations in one institution, develop a modern enterprise system, achieve cross-regional and cross-industry mergers and acquisitions, and build a regional cultural strategic brand alliance.

Third, the scale and influence of foreign cultural exchanges are far from enough. Mainly reflected in the current situation of China's large cultural trade deficit. The structure of cultural export trade is unreasonable and the level of trade is still relatively low. The sales revenue of several foreign films imported from China every year is equivalent to that of many domestic films, and the proportion of high value-added cultural products relying on technology is very small.
