Introduction to the planning and layout method of national expressway network?

Specifically including:

1, connecting large and medium-sized cities

The national expressway network connects all large and medium-sized cities with an existing population of more than 200,000, and the scale of newly added alternative sections is about 22,000 kilometers.

2. Build a comprehensive transportation system.

In order to ensure the coordinated development of the comprehensive transportation system, the national expressway network needs to connect with important transportation hub cities, including 50 railway hub cities, 50 major ports, 67 aviation hubs and 140 highway hub cities, of which 48 hubs have comprehensive transportation functions. The newly added alternative road section is about 20,000 kilometers.

3. Forming inland container transportation channels.

The main channel leading to the hinterland of eight container ports will be built, connecting the cities where the container central station and the transfer station are located 130, including 40 cities where the central station is located and 90 cities where the transfer station is located. Increase the alternative road section by about 1.7 million kilometers.

4. Connect major foreign highway ports.

Combined with the planning of the Asian Highway Network, we will strengthen transportation links with neighboring countries and regions such as ASEAN and Central Asia, connect major national first-class highway ports, and increase external access. The alternative road section is about 4000 kilometers.

5. Connect famous tourist cities.

According to the prediction of the World Tourism Organization, by 2020, China will become the largest tourist destination country in the world, and the number of international tourists will reach 654.38+300 million per year. At present, there are 270 AAAA-level tourist attractions (spots) assessed by the state. Add about 7,000 kilometers of alternative road sections connecting major tourist areas.

6. Serving the regional economy

Strengthening the balanced development of land and promoting regional coordinated development are not only the objective needs of building a well-off society in an all-round way and realizing the strategic goal of the third step of modernization, but also one of the important goals of national expressway network planning. The plan focuses on the special needs of regional economic development such as promoting the development of the western region, revitalizing the old industrial base in Northeast China, accelerating the modernization of the eastern region and the rise of the central region.

(1) western and northeastern China

According to the strategic concept of "connecting points by lines and covering areas by points" put forward by the CPC Central Committee and the State Council, in order to speed up the cultivation and development of the West Longhai-Lanzhou New Line Economic Belt, the upper Yangtze River Economic Belt and the South (Ningxia)-Guiyang-Kunming Economic Zone, it is considered to strengthen external traffic links and strengthen necessary internal connectivity, and to increase the number of alternative road sections in the western region by about 6,000 kilometers.

Revitalizing the old industrial base in Northeast China is a new strategic measure for the CPC Central Committee and the State Council to promote the coordinated development of regional economy. According to the actual traffic situation in Northeast China, focusing on improving highway traffic service level and strengthening external communication channels, we will improve the road network layout in Northeast China and increase the number of alternative road sections by about 0.6 million kilometers.

(2) Yangtze River Delta, Pearl River Delta and Bohai Rim Region

Yangtze River Delta, Pearl River Delta and Bohai Rim have a good economic development foundation and great potential, and are the most developed and active areas in China. According to the principles of strengthening the external channels of the three regions, strengthening interconnection and strengthening the inter-city connection of the metropolitan area, some line layouts have been added for these three regions. The three key areas of Yangtze River Delta, Pearl River Delta and Bohai Rim have added 2000 km, 1000 km and 2000 km respectively.

(3) Further optimize the preliminary plan and form the final national highway network layout plan by combining the macro distribution forecast of traffic volume, the importance analysis of road sections, the topographical and geological conditions and environmental requirements. Consider the following principles in the optimization and comparison of routes:

Firstly, in view of the existence of multiple routing schemes between some nodes, the selected route is determined according to the principle of maximum importance and referring to the routing traffic demand;

The second is to consider the topographical and geological conditions and abandon the sections with complex topographical and geological conditions and poor engineering and technical feasibility;

Third, take alternative routes for local routes passing through environmentally sensitive areas to avoid the impact on environmentally sensitive areas;

Fourth, consider the reasonable connection of the road network, and appropriately increase the tie lines that play an important role in improving the road network.
