Regulations of Guangdong Province on Promoting the Development of Ethnic Areas

Chapter I General Provisions Article 1 In order to speed up the high-quality development of ethnic minority areas in this province and promote national unity and prosperity of all ethnic groups, these Regulations are formulated in accordance with the Law of People's Republic of China (PRC) on Regional Ethnic Autonomy and other laws and regulations, combined with the actual situation of this province. Article 2 These Regulations shall apply to related activities within the administrative area of this province to promote the development of ethnic minority areas.

The ethnic areas mentioned in these Regulations refer to Liannan Yao Autonomous County, Lianshan Zhuang and Yao Autonomous County, Ruyuan Yao Autonomous County, Shendushui Yao Township in Shixing County, Zhangxi She Township in Dongyuan County, Lantian Yao Township in Longmen County, Xiashuai Zhuang and Yao Township in Huaiji County, Yao 'an Yao Township in Lianzhou City, Sanshui Yao Township and Chengtuo Yao Township in Yangshan County. Article 3 To promote the development of ethnic minority areas, we should implement the development concept of innovation, coordination, green, openness and enjoyment, accelerate the economic development, infrastructure construction and new urbanization construction in ethnic minority areas, strengthen the construction of ecological civilization, improve the level of basic public services, protect and inherit the traditional culture of ethnic minorities, and establish a differentiated assessment and evaluation system in ethnic minority areas. Article 4 People's governments at or above the county level shall strengthen their leadership in promoting the development of ethnic minority areas, incorporate the development of ethnic minority areas into national economic and social development plans, formulate policies to accelerate the development of ethnic minority areas, improve the coordination mechanism for the development of ethnic minority areas, and coordinate and solve major problems in the development of ethnic minority areas.

The people's governments of cities, counties and ethnic townships where ethnic areas are located should fulfill the main responsibility of promoting the development of ethnic areas, integrate various resources and forces, and promote the development of ethnic areas.

The ethnic work departments of the people's governments at or above the county level are specifically responsible for the organization and coordination of promoting the development of ethnic areas; Development and reform, education, industry and information technology, civil affairs, finance, human resources and social security, natural resources, ecological environment, housing and urban and rural construction, transportation, water conservancy, agriculture and rural areas, commerce, culture and tourism, health, radio and television, sports, finance, forestry and other departments shall, according to their respective responsibilities, do a good job in promoting the development of ethnic minority areas. Article 5 People's governments at or above the county level shall improve policies and measures to support social forces to participate in the development of ethnic areas, guide and encourage all sectors of society to give full play to their own advantages, participate in the development of ethnic areas in terms of funds, projects, talents and technology through various ways and means, and safeguard their legitimate rights and interests. Chapter II Strengthening Infrastructure Construction Article 6 People's governments at or above the county level and their departments shall support infrastructure construction in minority areas and improve the balanced accessibility of infrastructure.

The development and reform department of the provincial people's government shall give priority to the inclusion of infrastructure projects in ethnic minority areas in the provincial infrastructure special planning, and give priority to support them in the annual investment plan. Provincial financial special funds give priority to supporting public welfare infrastructure projects in ethnic areas that are included in the financial support scope of the central budget. New local government bonds are inclined to major infrastructure construction in ethnic areas.

Funds for national trunk railways, highways, airports, water conservancy projects, ecological environment protection and other projects that are uniformly deployed by the state and the province shall be exempted from the investment responsibility of the Autonomous County, and shall be solved by the provincial people's government as a whole. Seventh provincial people's government and its transportation departments should strengthen the construction of transportation infrastructure in ethnic areas, coordinate the layout of major transportation infrastructure in ethnic areas, and improve the transportation network; Support ethnic minority areas to strengthen the upgrading of national and provincial highways, promote the construction of high-grade highways, and strengthen railway construction in conditional ethnic minority areas.

Provincial and prefecture-level people's governments and their transportation departments shall support the construction of rural tourist roads and rural roads in ethnic areas, develop tourist transportation and rural passenger transport, and improve the traffic conditions of tourist attractions and villages. Article 8 The agricultural and rural departments of the people's governments at or above the county level shall promote the construction of high-standard farmland in ethnic areas, improve agricultural production conditions and develop modern agriculture. Ninth people's governments at or above the county level and their housing and urban construction, water conservancy and other departments should support ethnic areas to improve urban and rural water supply infrastructure, promote centralized water supply in villages, and ensure the safety of drinking water.

Provincial and prefecture-level people's governments and their water conservancy departments should give inclined support to strengthening the construction of water conservancy infrastructure and the management and protection of rivers and lakes in ethnic areas, establish and improve the management and protection system of water conservancy projects, set up special subsidy funds for the maintenance of public welfare water conservancy projects, and give priority to the management and protection of water conservancy projects in ethnic areas. Tenth people's governments at or above the county level and their departments of ecological environment, housing and urban construction, water conservancy, agriculture and rural areas shall support the construction of environmental protection infrastructure such as sewage and garbage disposal in villages and towns in ethnic areas; Provincial and prefecture-level municipal finance will provide financial support for the construction and later operation of sewage treatment facilities, the construction of construction waste disposal sites and the harmless treatment of domestic waste in remote villages and towns. Article 11 The people's governments at or above the county level and their departments in charge of development, reform, industry and informatization shall support the construction of information infrastructure in ethnic minority areas and guide basic telecom operators to participate in the construction of modern communication networks in ethnic minority areas.

People's governments at or above the county level and their development and reform, commerce and other departments should support ethnic areas to speed up the construction of urban and rural logistics infrastructure, develop rural e-commerce, and improve the logistics network and e-commerce operation network. Twelfth people's governments at or above the county level and their relevant departments shall strengthen the construction of public infrastructure such as public transportation, power supply and gas supply in ethnic areas, and promote the enjoyment of urban and rural public infrastructure.
