The meaning of this term is: in the WTO system, in a specific transitional period, the government of the importing country in order to prevent imports originating from a specific member state to prevent damage to the relevant industries of their own implementation of restrictive safeguard measures.
For example, the WTO Agreement on Textiles and Clothing (Article 6) stipulates that, during the transition period (January 1, 1995 to January 1, 2005) when textiles return to the multilateral trading system, if imports of a certain type of textiles increase, causing serious damage to the domestic industry, the importing country can take safeguard measures.
