Most private enterprises in our city are mainly concentrated in industries with low entry threshold, low technology content, fierce competition and labor-intensive, while the number of industries with high technology content, high market entry threshold and high profit rate is very small. Enterprise products have low technical content, insufficient research and development ability, and lack their own core technology and competitiveness.

2. Lack of talents and weak market competitiveness.

First, the overall education level of employees is not high. Private enterprises, especially township private enterprises, still have many employees with junior high school education or below.

Second, there is a lack of professionals. Private enterprises, especially small and medium-sized private enterprises, have some difficulties in introducing high-quality professionals due to various reasons such as small scale and insufficient financial strength, and lack excellent management talents, technical talents and senior skilled workers. At present, due to the high mobility of talents, small and medium-sized private enterprises are more cautious in human resources investment. In addition, with the rapid development of enterprises, the demand for talents is great and time is tight, and most of the talents needed are recruited from the talent market. The investment in human resources cannot really be regarded as the basic investment of enterprises. Even many small and medium-sized private enterprises have never trained their employees in professional or post skills, ignoring the long-term training of talents themselves.

Third, it is difficult to retain talents. Private enterprises do not have comparative advantages in the environment and mechanism of retaining outstanding talents, and there is a lack of honesty and trust between enterprises and talents. The phenomenon of brain drain is more common, which has a certain impact on the steady development of enterprises.

3. Small scale and low overall competitiveness.

Due to many historical and practical factors, the production scale of private enterprises in our city is small, the degree of collectivization and industrial clustering is low, and there is still a considerable gap between the number of large-scale enterprises and the overall competitiveness of southern Jiangsu. Among the top 500 in China, there are only 4 private enterprises in our city, while there are 27 in Suzhou, 23 in Wuxi, Nanjing 17 and Changzhou 13.

In order to further accelerate the development of private economy in our city, we think we need to do the following work well:

1, accelerate independent innovation. Innovation is the source of enterprise's core competitiveness and the driving force of enterprise development. The most fundamental thing for private enterprises to develop scientifically and occupy a place in the competition is to enhance their innovation ability. First, private enterprises strengthen the combination of Industry-University-Research by introducing intellectual resources, licensing technology and cooperating with scientific research institutes, accept the transfer of advanced technology, form a benign development model of digestion, absorption, transformation and innovation, and produce products with high technology content and high added value; Second, pay attention to cultivating enterprises' own R&D capabilities, set up technology centers, form enterprises' strong competitiveness and development potential, and produce core products with independent intellectual property rights; Third, build well-known brands, implement brand development strategies according to the characteristics of industries and enterprises, and expand market share; Fourth, effectively turn patents into productive forces, strengthen intellectual property protection, and actively do a good job in patent application, protection and transformation, especially in applying for international patents.

2. Strengthen training. In order to improve innovation ability, private enterprises must improve the overall quality of employees and attach importance to talent training. The first is the cultivation of entrepreneurs. Private enterprises mainly strengthen self-cultivation. Facing the new situation of economic globalization, information and knowledge, they should strengthen the study of various laws and regulations, economic policies and market competition rules as soon as possible, establish scientific management concepts, improve the management level of enterprises, clarify their social responsibilities at the same time, attach importance to the construction of spiritual civilization of enterprises, advocate honesty and trustworthiness, operate according to law, pay taxes according to regulations, care for employees, actively repay society and enhance the image of private enterprises. The second is the cultivation of technical talents. On the one hand, private enterprises should improve the talent system, absorb social talents in various ways, enrich and expand the team of technical talents, and the government and relevant departments should create conditions to encourage talents to work in private enterprises; On the other hand, it is necessary to strengthen the training of existing professionals and actively create conditions to provide development space for high-tech talents. Establish a people-oriented thinking, form a scientific and effective talent use, evaluation and incentive mechanism, and ensure the stability of technical personnel; The third is to strengthen the labor skills training and policy and legal training of employees. Establish a people-oriented thinking, actively create conditions, be willing to pay the cost to train employees, improve the overall quality of the workforce, and enhance self-protection ability. The fourth is to establish a people-oriented corporate culture. 3. Increase government support. First, we should strengthen the government's awareness of serving large-scale private enterprises, speed up the examination and approval of projects encouraged and allowed by the national industrial policy, simplify procedures, improve work efficiency, and provide high-quality and efficient services for the development of private-scale enterprises; Second, it is necessary to improve the information support system, centralize the production and operation, business development, technology and market information of various industries, and timely release relevant technical standards and relevant industry development information to make up for the shortcomings of insufficient market information; Third, we should increase financial support.
