How do individuals declare intangible cultural heritage?

According to Article 16 of Chapter 3 of the Regulations of Shaanxi Province on Intangible Cultural Heritage: Citizens, legal persons and other organizations that believe that an item of intangible cultural heritage embodies the excellent traditional culture of the Chinese nation and has historical, literary, artistic and scientific value may propose to the people's government at or above the county level and its competent department of culture to be included in the list of representative items of intangible cultural heritage. Individuals may first propose to their local cultural authorities that a particular skill be included in the list of items, and the local cultural authorities will organize an expert review committee to consider the application proposed for inclusion in the list of intangible cultural heritage items at their own level, and to give its opinion on the consideration.
