(I) Implementation of the Strategy of Revitalizing the Country through Science and Education

In May 1995, the CPC Central Committee and the State Council issued the Decision on Accelerating the Progress of Science and Technology, proposing the unswerving implementation of the strategy of revitalizing the country through science and education. In March 1996, the Outline of the Ninth Five-Year Plan for National Economic and Social Development and the Vision for 2001, adopted at the Fourth Session of the Eighth National People's Congress, identified the implementation of the strategy of revitalizing the country through science and education as one of the nine important guidelines that must be conscientiously carried out in the next fifteen years for the development of the national economy and society.

(2) Implementing the Strategy of Sustainable Development

On July 4, 1994, the State Council approved China's first national-level sustainable development strategy, the White Paper on Population, Environment and Development in the 21st Century. In 1995, the Fifth Plenary Session of the Fourteenth Central Committee formally enshrined sustainable development as a goal and guideline in the document. The report of the 16th National Congress also pointed out that "sustainable development must be given a very prominent position, and the basic state policy of family planning, environmental protection and resource conservation must be adhered to."

(C) Implementing the strategy of developing the western region

It has been the Party's consistent guiding ideology and policy to support the development and construction of the central and western regions and to promote the coordinated development of regional economies. The report of the 16th National People's Congress on "actively promoting the development of the western region and the coordinated development of regional economies" states: "The focus of the promotion of the development of the western region is to improve the construction of infrastructure and the ecological environment, and to strive for a breakthrough within ten years. In the central region, structural adjustment should be intensified, agricultural industrialization should be promoted, traditional industries should be reformed, new economic growth points should be cultivated, and the process of industrialization and urbanization should be accelerated. The eastern region should accelerate the upgrading of industrial structure, develop modern agriculture, develop high-tech industries and high-value-added processing and manufacturing industries, and further develop the export-oriented economy.
