Regulations of Guangxi Zhuang Autonomous Region on the Protection of Intangible Cultural Heritage
(1) traditional oral literature and the language as its carrier;
(2) Traditional arts, calligraphy, music, dance, drama, folk art and acrobatics;
(3) Traditional skills, medicine and calendars;
(4) Traditional etiquette, festivals and other folk customs;
(5) Traditional sports and entertainment;
(six) traditional residential buildings, costumes and appliances that reflect the production and life of all ethnic groups;
(7) Documents, genealogies, inscriptions and couplets related to traditional cultural expressions;
(eight) other intangible cultural heritage.
Where the objects and places that are part of intangible cultural heritage belong to cultural relics, the relevant provisions of the Law of People's Republic of China (PRC) on the Protection of Cultural Relics and the Regulations of Guangxi Zhuang Autonomous Region on the Protection of Cultural Relics shall apply. Article 4 The protection and preservation of intangible cultural heritage should pay attention to authenticity, integrity and inheritance, adhere to the principles of government leading, social participation, scientific planning and step-by-step implementation, and implement the policies of giving priority to protection, rescue, rational utilization and inheritance and development.
Activities related to the protection, development, utilization and management of intangible cultural heritage projects should respect its form and connotation, respect the customs and habits of all ethnic groups, and prohibit the use of intangible cultural heritage in a distorted or derogatory way. Article 5 The people's governments at or above the county level shall strengthen their leadership over the protection and preservation of intangible cultural heritage within their respective administrative areas, incorporate the protection and preservation of intangible cultural heritage into the national economic and social development plan at the corresponding level, establish and improve the coordination mechanism for the work of intangible cultural heritage, incorporate the funds needed for protection and preservation into the fiscal budget at the corresponding level, establish and improve the funding guarantee mechanism suitable for economic and social development, and gradually increase investment. Article 6 The people's government of the autonomous region shall support the protection and inheritance of intangible cultural heritage in the old revolutionary base areas, poverty-stricken areas and border areas in terms of projects, funds, infrastructure construction and personnel training. Seventh people's governments at or above the county level shall be responsible for the protection and preservation of intangible cultural heritage within their respective administrative areas, and their duties are:
(a) to strengthen the publicity and implementation of laws, regulations and policies of intangible cultural heritage;
(two) to formulate plans for the protection of intangible cultural heritage and organize their implementation;
(three) clear and specific institutions responsible for the protection of intangible cultural heritage;
(four) to organize the investigation, identification, recording and establishment of archives of intangible cultural heritage;
(5) Organizing research on the protection and preservation of intangible cultural heritage;
(six) to organize the evaluation and recommendation of the representative projects of intangible cultural heritage, and to determine the units responsible for protection and the representative inheritors;
(seven) the management of intangible cultural heritage protection funds and supervise the use;
(eight) regularly check the protection, inheritance and dissemination of representative projects of intangible cultural heritage;
(nine) to punish acts in violation of these regulations;
(ten) to carry out other work related to the protection and preservation of intangible cultural heritage.
The relevant departments of the people's government at or above the county level, such as development and reform, industry and informatization, education, nationality, finance, human resources and social security, land and resources, housing and urban and rural construction, environmental protection, health, tourism, press and publication, radio and television, sports, food and drug supervision and management, religion and archives, are responsible for the protection and preservation of intangible cultural heritage within their respective functions and duties.
The people's governments of townships (towns) and sub-district offices shall assist the competent cultural departments of the people's governments at or above the county level in the protection and preservation of intangible cultural heritage within their respective administrative areas. Article 8 The people's governments at or above the county level shall strengthen the publicity on the protection of intangible cultural heritage and raise the awareness of the whole society on the protection of intangible cultural heritage.
Radio, television, newspapers, internet and other media should carry out the publicity of representative projects of intangible cultural heritage and popularize the knowledge of intangible cultural heritage. Article 9 Encourage and support institutions of higher learning, scientific research institutions and social organizations to carry out research on intangible cultural heritage, train specialized personnel, and improve the scientific level of protection, preservation and rational utilization of intangible cultural heritage. Chapter II Investigation of Intangible Cultural Heritage Article 10 The people's governments at or above the county level shall organize the investigation of intangible cultural heritage according to the needs of the protection and preservation of intangible cultural heritage.
The competent cultural departments of the people's governments at or above the county level shall be responsible for investigating the intangible cultural heritage within their respective administrative areas and mastering the quantity, present situation, inheritance and dissemination of the intangible cultural heritage within their respective administrative areas.
Other relevant departments of the people's governments at or above the county level may investigate the intangible cultural heritage within their scope of work. Article 11 When investigating intangible cultural heritage, the competent cultural departments of the people's governments at or above the county level and other relevant departments shall identify, record and archive the intangible cultural heritage in a true, systematic and comprehensive way by means of pictures, characters, audio recordings, video recordings and digital multimedia, establish a database of intangible cultural heritage, and properly preserve relevant objects and materials. Other relevant departments shall, after the investigation is completed, send copies of physical pictures and materials to the competent cultural department at the same level in time.
The cultural administrative departments of the people's governments at or above the county level and other relevant departments shall establish and improve the information sharing mechanism of intangible cultural heritage investigation. In addition to information that should be kept confidential according to law, intangible cultural heritage archives and related data and information should be made public for public inspection.
