Article 1 These Supplementary Provisions are formulated in light of the actual situation of this Municipality in order to implement the Rules for the Transport of Automobile Goods issued by the Ministry of Communications. Article 2 Vehicle transportation

If the shipper consigns more than four tons of goods at a time, or if it is less than four tons, but the nature, volume and shape of the goods need to be shipped by car, it shall be handled as vehicle transportation. Article 3 LTL transportation

If the consignor consigns less than four tons of goods at a time, or more than four tons, but it needs to be shipped by car due to roads, loading and unloading conditions and other reasons, it shall be handled as LTL transportation. Article 4 Heavy Goods

Single goods, as well as inseparable components and bundles, each weighing more than 300 kilograms, or more than 9 meters in length, or more than 2.7 meters in height, or more than 2.5 meters in width, are heavy and bulky goods. Article 5 consignment of goods

When consigning goods, the shipper shall fill in the waybill to the carrier; If daily transportation is needed, it shall be filled and delivered not later than fifteen o'clock the day before transportation; If shift or night shift transportation is required, it should be completed no later than the day of transportation 12. When consigning foreign trade export materials to ports and stations, they should be filled in and delivered in advance according to the above provisions.

When consigning large and valuable goods with special requirements, the shipper shall make a written request to the carrier in advance and agree on the transportation plan.

Shippers consign goods that exceed traffic restrictions such as roads, bridges and tunnels. Or need to unload on both sides of the road, must be reported to the relevant departments for approval before handling the consignment procedures. Article 6 Transportation of moisture-proof materials

When the shipper consigns moisture-proof materials that cannot be transported in rainy days, the carrier shall decide whether to transport them according to the weather forecast when preparing the transportation operation plan. If the shipper requests transportation in rainy days, it must be negotiated by the supporting party and effective measures must be taken to clarify the responsibilities before arrangement can be made. Article 7 Loading and unloading of goods

The shipper's cargo loading and unloading site should have normal working conditions, and the working site should not have facilities such as pipelines that affect safe operation, and it should have a clearance height that meets the requirements. Lighting equipment shall be provided for loading and unloading at night. When loading and unloading goods, the delivered goods should be stacked separately, and the delivered goods should have sufficient stacking space.

The vehicle should be close to the cargo pile or the place designated by the consignor (consignee) that will not affect the safe operation. If the vehicle is inaccessible and the distance is more than ten meters, the shipper shall be responsible for the handling of the goods (except moving). Article 8 Restrictions on Loading Light Bubble Goods

Light bubble goods are loaded according to the standard of converted weight. If there is no conversion standard, the carrier shall fill in the volume with the corresponding model. When transporting light bubble goods in urban areas, the loading height shall not exceed 3.2 meters from the ground; Small cars with a load of more than one ton shall not exceed 2.5 meters; Small cars with a load of less than one ton shall not exceed two meters. Article 9 Transfer of containers

For container transportation, the handover personnel of the supporting party should check the box number and seal number indicated on the consignment note or cargo ticket to check the condition of the box. If there is light leakage, damage or pollution in the empty container, the shipper should issue a visa or replace it. When loading a heavy container, the consignor should sign or improve it in the case of damaged box, damaged lead seal or falling off.

If the shipper entrusts the carrier to pack or unpack, the shipper shall be responsible for sealing and sealing the container after the completion of the packing operation and unpacking and unpacking before the unpacking operation begins. Article 10 Changes in transportation

If the shipper or carrier requests to change to daily transportation, the changing party shall put forward it no later than the day before transportation 15; If it is necessary to change the middle shift or night shift transportation, the changing party shall propose it no later than the day of transportation 12, and handle the change procedures at the same time. Article 11 Handling of Hidden Reports

(1) If the shipper conceals high-quality goods as inferior goods, the shipper shall charge 50% of the total freight payable (subject to the consignment note, the same below) in addition to the highest grade of the goods loaded.

(2) If the shipper conceals the weight of the goods, which belong to ordinary goods, it shall charge the freight according to the actual weight, and charge an additional fee of 100% according to the amount of freight charged; For bulky and heavy goods, in addition to the actual weight of bulky and heavy goods, the freight is charged at 100% of the total freight payable.

(3) If the shipper conceals or carries dangerous chemicals in ordinary goods, in addition to calculating the freight according to the highest grade of dangerous chemicals, an additional charge of 100% shall be imposed on the total freight payable.

(4) If the shipper conceals the prohibited or restricted goods as ordinary goods, the carrier shall hand over the prohibited goods to the relevant departments for handling. The received freight is not refundable, and the overdue freight is still charged.

When the carrier finds that the shipper is unable to continue the transportation because of concealing the goods in transit, he can unload the goods under the premise of taking necessary safety measures and notify the shipper in time. The expenses arising therefrom and all losses and legal consequences caused by concealing the goods shall be borne by the shipper. Twelfth freight accident handling time limit

The claim of the injured party shall be filed within 180 days from the day after the endorsement of the freight accident record, and will not be accepted after the deadline. For the transportation in the city, the responsible party shall handle it within 30 days from the day after receiving the claim; In case of trans-provincial transportation, the responsible party shall handle the claim within 60 days from the day after receiving it. Under special circumstances, the processing time limit may be appropriately extended through consultation between both parties.
